Playing as Sweden, have Finland, Novgorod and Livonian Order as vassals. I've already began to vassalise Finland as Finnish is an accepted culture in Sweden, however due to the size of my other 2 vassals (especially Novgorod as they have all their cores) should I annex them? My experience in the game is little and thus I'm not sure whether or not the cost of changing culture in all those provinces would be detrimental or if that culture will just simply become accepted. Advice would be appreciated.

don't change culture unless you have excess diplo points and don't plan on going to war soon (peace treaties can cost 500 dip power easily). so for me, I never culture convert.
You will get a little less tax and a few things but nothing worth trying to paint the entire country Swedish.
If you get enough Russian provinces it will become accepted and you are sweet.

perhaps grabbing St. Petersburg, Novogorad and a 1-2 provinces, change culture -to cut them off the Baltic Sea. And just steal their trade profit. Let them colonize siberia and bring silk from China.
