States is the smallest part that changes hands. You cant take just a province, unless it happens to be state sized (hi Luxemburg). but yes you can pick parts etc

Do you decide what you want at the start or middle or the war or can you make a final peace to end the conflict and edit your demands there like in EUIV?

I bet it is like Victoria II. You add wargoals at the start of the war (forming a casus belli), or middle of the war as you gain some victory points, and then enforce all or a part of them once you win.

its not quite like V2, but has some elements of that... but a V2 system doesnt completely fit into total war. we will have diary on it with details

This will be a huge reason for me restraining me to buy HoI4 if there still aren't some ways to decently rebuild the world map, not pre-war states by pre-war states, but more precisely. I'd be so dissapointed. :(

I would like to see some sort of slider kind of like air superiority/intercept missions on the map where you can partition land between allied countries, and like the trade sliders the AI can maybe agree, likely agree, very likely agree, etc, based on the amount and location of the land. Same for giving neutral countries territory and maybe with relations bonuses or penalties.

podcat just confirmed you can redraw the map.

The states in HOI4 are usually from 5-10 provinces. It looks to me that that they have put more effort into getting these to follow historical boundaries, but I've not seen England's states only Central Europe.

My guess would be that there will be some suitable state(s) covering the Sudetenland and the Danzig corridor and German speaking areas in Poland, Alsace, Lorraine, etc. that will be used in the events in the National Focus tree etc. But also that can be used as wargoals, if you want to fight a limited war with Poland.

As podcat says, some states will comprise only one province, including the Pacific islands. If the Memel claim is too small for a normal state of 5-10 provinces (I'm sure it was only one province in HOI3?) then you will probably have a single province state there.

You could mod the game by changing which provinces belong to each state. But unless you want that exact definition there shouldn't be any need. You can split Yugoslavia up into areas controlled by GER, ITA, HUN by setting wargoals and/or in a Peace Treaty after the war. All of the countries who took part in a successful invasion get to claim the areas they want.

The states in Yugoslavia are Slovenia, Croatia, Dalmatia, Bosnia, Vojvodina, Serbia, Moravia etc.

There is nothing to stop ITA claiming the state(s) along it's border with FRA. Since there is an Alpine Region (an air zone) which doesn't include any of France, just Switzerland, Austria and Northern Italy, then you have to be careful describing what you mean. The states in France that Italy would want to annex are Provence and Alpes.

So some regions like Sudetenland, Alsace and Danzig (corridor) are regions(?) (states?) on the game. Some of the others are pretty big though

But will it be a generic system ?..

And by the way, the way the dev team made provinces bigger than ever (or it often looks like, looking at Europe) makes me think we really should have a generic system to redraw the world map at PROVINCE level, not bigger than that.

Why not going into such a direction :

1) Give a province a value : thanks to points won by industries, population, resources, civil infrastuctures, military infrastructures, kind ot terrain, etc

2) Give war successes a value : thanks to conquered territory of course, duration of this, strategic bombing, airwarfare, sunk ships, prisoners, etc... It'd function for each country from a coalition so.

3) Eventually, if it's possible to propose a peace during the war, or at the end and fall of a country, do the simple maths : (your war points - ennemy war points) = (your war points advantage). Then, you can ask (target) some provinces you want to annex in a comparable amount of value, so you have let's say about 50% chance your treaty will be accepted. Or you can demand less to maximize your chances, or demand more, with fewer chances of success.
This treaty offer could cost some political points.
