Annexing/integrating through decision and editing Imperial eligibility requirements

Hello everyone. It's been a while since I started modding EUIV. Right now I am trying to get a hre style European Union to work.

I currently have two decisions to write. The first one founds a country, which is European Union itself, and gives specific ideas and claims. It also refounds the hre, setting EUR as emperor and putting other countries in the Empire. These imperial princes depend on the history folder I already modded. All major european capitals are set in the empire when this decision is taken. The emperor, EUR can at this point, appoint the electors. Note, all this stuff happens after the empire has been dismantled/doesn't exist. The potential is year 1993.

First question: how can I force countries to add all of their provinces to the Empire ('cause, thei get set in the empire because they have single provinces that I edited to be in the hre after a certain date). Can I add some line in the decision that founds the Union?

At this point I have my sweet European Empire but a new problem arises. EUR, the country, has ideas that boost Imperial Authority, so the process of unification runs pretty fast, a few decades should be enough. BUT, European Union cannot keep the crown because it switches from whatever it is to Republic, thus not being eligible. Now, beacuse I made many custom nations, at the time this Empire is created, basically all of Europe has today's form of state, aka mainly republic. So, Second question: is there a way to remove the monarchy requirement to be eligible?

As for my second decision: unify everything. I have searched through some base game decisions, found the cool inherit effect in SpanishNation decision, but couldn't make it work as I intended. I tried typing annex and integrate, remove and add core. Nothing worked. What I neeed to know is if there is any way to annex a full country through decision.

As a bandaid-fix, can you maybe make it so that on taking the decession, a 1st reform gets passed as well, that makes the empire hedetary? After all, in current version, once the empire is hedetary, the emperor could turn into a hindu repulblic or somethin equilkally bizarre yet still retain emperorship.
