If you didn't start the war , or be the receiver of the DoW then no you cannot annex.
If you are the leader of your alliance or receiver of the DoW make seperate white peace with the other members of the opposing alliance. Then offer annexation to your conquered enemy.

If you make separate peaces with the other members, you can do this anyway because you're now fighting a solo war.

If the country you want to annex still has allies fighting, it may refuse as it thinks they might come to its rescue. I've yet to see this happen though, so I don't know how likely it is.

This is why I said you need to make a seperate peace with all of its' allies if they don't accept your annex proposal.

P-L DOW me (Russia). I have no allies. They have allies with Spain and Prussia. I am thinking of going after Prussia and compeltery annexing them first. So from what I have heard so far, I will not be able to do so, until I make peace with P-L and Spain first? However, if I make peace with P-L the war would be over.

So, I guess these is no way to annex Prussia in this situation, unless in a future I DOW them or they me. (assuming alliences will stay the same way)

There is a way

Make a peace offer with P-L. Now when you get to the stars/tombstone screen click on the P-L shield where is says "alliance leader". It will change to "seperate peace". Therefore you will get P-L out of the war while keeping Prussia in.

I have never had an annex offer refused and frequently annex one or all the non leader members of an alliance then make peace with the leader. That separate peace with the leader suggestion will be nice, I will have to try that.

If you annex the leader of an alliance a new leader is picked (probably the first to join that alliance). You are still at war with the rest of the alliance.

They might accept the annexation demand anyway. (In my experience, this always happens: others have posted about nations refusing to be annexed in the hope their allies will come and save them.)

That is quite usual when I play

There might be some sort of pattern behind it; a lot of people regularly play the same subset of countries and regularly fight wars against the same subset of countries, so they see the same things happening often. Maybe - to invent an example - Oman will always refuse to be annexed if there is any ally still in the war, whereas Cologne will always cave in the first chance it gets. Anybody who always plays Turkey would notice the former; anyone who always plays France would notice the latter.
