Has anyone done this? Is it possible? I've been trying with Prussia, and they've been my vassal for over twenty years, but they just keep refusing.

Are you both Protistant or is one of you catholic that can mess up diple-annexation.

Is it that they are refusing your offer, or that you can't offer? You can only offer if 1) they've been your vassal for at least 10 years; 2) your relations are at least +190; 3) you are both at peace with the world; and 4) you share a common border.

Reasons why they might reject the offer: a) they have troops in provinces they do not control; b) they still have royal marriages with other nations; c) they are hard coded to reject at the time [not sure if this is true, but for some countries it sure feels like it]; and d) you're just having a bad run of die rolls.

But yes, it can be done. I've done it both as Protestant England and as Cotholic Austria (after the Edicts of Tolerance, sectarian differences don't matter for this).

c) Ties in nicely with 'they were selectable at scenario start' and thus qualify as 'major' nations (golden shield) and are thus un-annexable.
(So it depends on scenario)

Sorry, should have specified.

I'm playing IGC 2.3 with enhanced AI. They are not a major, they are not at war or anything, and I can offer annexation, they just continually reject. I have way more provinces since I took some off Poland and diplo-annexed Bavaria, they have no other royal marriages and we're both catholic. And during the twenty plus years they were my ally, I maintained relations at +200. I even moved a size 40 armies into each of their three provinces and tried again and again and again by saving and reloading each time they rejected. I must've tried thirty times and they just kept saying no. I ended up just waiting till they converted to Protestant so I could DOW them without a stab hit.

And on a related note, are some nations more difficult or impossible to vassalise? In the same game with Prussia I have had no luck with getting the Netherlands or Poland-Lithuania as vassals, even though they've been in my alliance for many years with +200 relations maintained, neither are majors, nor at war, and I have more provinces than both.

As Nik II pointed out, relative diplomatic skill among the monarchs are often looked by.

Be sure of that your monarch is much more skilled in diplo affairs then your targeted nations monarch. :)

As for army strenght a rumor is that your massive armies makes best effect if positioned along your targeted nations border. Dunno how much realism it is in anyway, but its handy never the less, cause if he reject your offer you can quikly invade him and teach him to never say no to a good deal again... :rolleyes: :D ;)
