-3 Diplomatic Reputation for 10 years is too harsh a penalty for annexing a vassal. A decade is a long time to completely cripple your ability to gain new allies, bring current ones into wars, etc. I also think the malus from annexing a vassal should be more limited to your other vassals rather than the world at large.

In my own balance mods, I took the -3 Diplomatic Reputation penalty down to a single year but also increased the opinion modifier on other vassals from -30 to -65 (though I also increased its decay to make it more of a short-term thing).

Yes, I agree. It is understandable that smaller nations might be a bit suspicious, but I don't see why bigger nations would take offense.

I believe that -3 Diplomatic Reputation fits.
The ultimate goal here is to prevent you from going on annexing nations left and right. Even if you have a +2 Diplomatic Reputation Adviser, you still get a -1 penalty.

In terms of relations, -65 and a longer time to reduce it's damage is not that big of a deal... Remember that you can boost up your relations with vassals up to +200 from Improve Relations, +25 from Marriage, +25 from Gifts, +Much more from subsidies,etc... etc...

So it would not be a penalty after all...

And in terms of historical accuracy, -3 DR is more accurate... Dude, you just ANNEXED an entire country, it's normal that other nations get a bit apprehensive...
In order to annex faster, I usually save Diplo points, and annex every vassal (usually 2) at the same time...

If you want allies, think before hand! Don't annex a nation now and wait a little bit, make the alliance, take that -1 Diplo Point hit from too many relations and begin annexing...

In defensive wars your allies will always (most of the time) help you, an in offensive wars, well, if you have common rivals, yes, if not, it means that you are big enough to win on your own...

Like when France annexes Foix? I don't really see why anyone would care, at all.

In that case, Foix is a border vassal with Aragon and shares historical relations with tit's southern neighbors...
Ultimately, it all comes down to proximity... Neighboring nations will get a bit more apprehensive than far-away nations because "proximity alert - big bad nation is getting bigger and badder".

Okay, aragon might care, perhaps also castile and portugal, but why muscovy care?
