Annexed subjects debuff now stacks [1.33]?

In previous patches (and as per wiki: Vassal#Effects) this debuff doesn't stack, so player (usually) annex multiple subjects at once to minimize the penalty duration to 10 years.
However, in my current run I just annexed multiple vassals (the year is 1566) and I noticed that tooltip says that expiration date is year 1600 (basically 40 years, 4 vassals 10 years each)
Is it a bug or change in mechanics? I'm pretty sure in older patches the penalty duration was re-set back to 10 years each time player annex the subject, not extend by 10 years

I've been using the estate privilege that removes the debuff so much since it became available that I haven't annexed multiple subjects for a while now without it being active, but can confirm the debuff timing used to reset to a new fixed period rather than be added to the existing time period.

I note that the relations penalty hasn't stacked, still -3 dip reputation. But the timing sure looks like it is not working as designed = probably a bug.

It's a 1.32 change, WAD. I don't especially agree with it either, because it nerfs heavy vassal play and forces you to use the introduced nobility privilege to counter it, but then you can't go Parliament on your 5th government reform to fish for the -15% diplo annexation cost debate. It seems they wish to force you into a choice to whether keep the nobility and the privilege around, or just stack so much dip rep you never notice the "permanent" penalty if you keep on annexing without the privilege in place.

I didnt notice it when annexing my first swarm of vassals as timurids and im pretty sure I didn't have the privliege because of the ld malus
Check to see if having cores fixes it or no

I had a game where I was playing heavily with vassals in 1.32, so I would've definitely noticed it, I don't think it was introduced back then.

As for 1.33, it wasn't mentioned in change logs, so yeah, probably was not intended.

Where was this documented such that you conclude it's WAD?
I was mistaken it was 1.32, it indeed got introduced in 1.33. I don't remember back exactly, but I've brought it up in one of the open beta threads and one of the devs replied that it's a result of they having made certain modifiers stackable. I don't remember if he specifically said that that it's intentional, but brought up the introduced nobility privilege to counter it. Might have been only my interpretation of it, but I still think it's WAD, that's why I didn't make a bug report about it. If someone else did and it's in review, I guess we'll see where they'll land on it.

I doubt it's WAD, but I can see how that might have seemed ambiguous.

The reason I say that is that nobility is not consistently available, so it would be a significant balance change and oddly punitive for the government types that don't get it, in a way that doesn't seem to align with either history or gameplay precedent otherwise. I'm not saying it's necessarily a bug, but on balance I'd estimate that dev was giving you a workaround rather than saying it was an intended balance change.

Yeah, now that you mention it, it certainly sucks for a whole bunch of government types. I rarely play with nations without estates, so that aspect didn't really occur to me. Honestly, I wouldn't mind at all if it turns out to be a bug, it's already slightly annoying for me because I like to play with a lot of vassals and also take the Parliament for the tier 5 reform.
