The manual is wrong. All military units are disbanded upon annexation, with the rare exception of ships that are captured instead of destroyed, or events giving certain units to certain countries.

true, units dissapear... it would ruin game balance if you received them... plus they would probably be too outdated... and I do not think soldiers from conquered nations would make loyal soldiers for your country, don`t you think?

Puppet not Annex

In order to get your opponents remaining troops, you must take all of your opponents Victory Point provinces. Then, any troops remaining in non-Victory Point provinces will be available. The catch is, you have to go to the Diplomacy screen and Sue for Peace. Once on that screen, you must have a Warscore of 70 or better in order to get your opponent to agree to become your puppet.

There's a regular id setting in the game, which determines whether an annexation will also make you gain the military forces. For example, Nationalist China will be able to annex Guanxi Clique, Yunnan, Shanxi, and Xibei along with their troops because these four share the same regular id as Nationalist China(CHI).

I am not sure if it works the same the other way around though...

It is true, but only apply to two countries. 1) Germany upon annexing Austria and 2) Nationalist China upon annexing the smaller countries (Warlords) making up China (can't remember all their names, Communist China for example).

Only to these the rule will apply that you will get their troops when you annex them
