This has always been the case. You can take all provinces off them except their capital one, this time round. In the next war, if they still only have one province, you can then annex them.

You can force-annex a country that has more than one province, but only if it is a pagan-religion country.

Iirc, you can set up forced annexation in the options menu, when you are starting the game.Apparently, all you need to do is control all the states of a country.

That option only ensures that the major powers (the shields on the scenario screen) can't be annexed. IIRC, it's a holdover from the boardgame, and, since Novgorod and Byzantium are among the majors, additional proof that the designers hate Russia and the Ottoman Empire.

No. The option, if selected, ensures that no force-annexation can occur. And it's gonna mess up your game, with the AI being stuck in endless wars because it doesn't know how to finish a war in some cases (notably if vassalization is impossible).

What you explain was only true in EU1. In EU2, minors and majors alike may be annexed.

Your proofs are then void. ;)

yeah it's true, i started playing afew hours ago for the first time and keep losing but after i figured out the basics of fighting and for the first time conceding battles even when out numbering the enemy to survive i was able to annex france as burgendy, dispite the hints telling me you can't annex countrys with gold boardered shields, like france. but i still annexed him, took afew wars though, it's also true that you have to beat them down to jest thier capital then the next war they can be annexed.

Hmm, yes, sorry, I wans't clear on that, I meant that if you opt to change it, it'll have the effects I mentionned.

Besides, don't be too quick on jumping on the manual. It's mostly a piece of crap, and for the same price you could have an utterly wrong information. Better look at EU2Wiki or Fodoron's Beginners Guide. ;)

Thanks for pointing it out.I'll be restarting my game because I selected that option, meaning that I turned it off.
I thought there seemed to be alot of wars, but I'm more used to EU 1.
I had captured a 1 state country & went to annex it.They said "no".I thought-How can you say no? Then I thought this must be something not covered in EU 2's manual.

Some countries do say "no" at first to annexation as a peace deal - just keep asking, and eventually they should accept.

Who was it by the way?

I don't recall the name for sure but Orleans sounds familiar. It's just left of & slightly below France's capitol & cot.

The AI can refuse annexation if it has a large army or navy, or is allied to a large state also at war with you which is not losing badly. Defeat their military or their allies to annex them.

Don't force-annex countries if :
- you're not currently in the BBWars phase of a WC attempt
- the country isn't pagan
- the country is of a non-mariageable religion and their capital is not worth 3 rich european provinces in wealth/usefulness

Only do force-annexations if one of the situation I listed is true.

Or if you really have to get rid of the country, and it is vassalized to another country. This happens more often than you would think...

There're other ways to do that. There're always better ways than outright force-annexation. Help other countries to annex them, for example, preferably a vassal of yours (a vassal you can diplo-annex later, or better : inherit through events).

Oops? I annexed Orleans. No problems so far.My allies,Burgundy & Aragon buggered off later, after peace with France.Burgundy dow'd my vassal & had the nerve to ask me to do the same.Stability hit either option for me.I'm way out in front in the VPS & am also doing really well in increasing my inflation.Somehow, even though I ransacked all of their states, the French are ahead of me in tech.
