I am playing 1.03 GC with Russia. I have successfully taken control of all of the Ottoman's provinces (97 out of 97) and I have additionally physically taken control of all of his colonies, yet I am not able to annex him nor will he grant peace even though all of his military units are dead, other than a few partisans who are currently engaged in combat.

What more do I need to do in order to annex him?

I also found I have this problem with Sweden, problem being unable to annex the country. At least with Sweden they gave me peace after I allowed them to keep their capitol.

Are there certain things that I am missing with regards to Annexation?

Yeah, it's not allowed unless the target country has three or fewer provinces, or if the target country is uncivilized. You may want to ask for strategic territory up to 80% or 90% instead, or wait for a peace offer (which is usually worth more than 100% to you). You can satellite them, but that only gains you prestige and cripples their ability to make a foreign policy.

In general Victoria is designed to prevent continent-sized territorial gains over the course of the campaign.

I thought it would be something like that though it is a bit annoying now that I have totally crushed them and will end up giving them a lot of territory back, lol. Oh well, it was worth since I got the chance to humiliate the Brits.

Couldn't you get lots of teritory in the peace deal, wait a few years, then attack again?

My experience (only in 1.02, haven't got to 1.03 yet) is that if you have engineered a decisive and complete victory over the enemy, you can ask for provinces totaling over your warscore and the AI will often times accept (depending on the situation); I've done that as Russia vs. Austria. My advice for your game vs. Ottomans is to ask for as much as you can, play around with it. See if you can get 200%, or even 250%, then work down if they don't accept. If your victory is as complete as you have described, I think they'll "listen to reason." :)

I should have kept pushing to get their war exhaustion over 50%, they were at 43% when I finally negotiated it down to where I received 25 provinces (not sure where it ended up on the % scale but it was over 100% I am sure), I took what amounted to slightly more than modern day Iraq. Simply took that so I can launch an assault on Egypt and open up the rest of Africa to my colonization.

You would have enjoyed my rampaging through India after the UK had the gall to attack my chinese occupying forces. Took all of the British holdings in India plus reclaimed Hong Kong, ended up giving them peace after they were so kind as to offer me 12 provinces in India plus Hong Kong, if their pesky navy hadn't been giving my landing parties such a rough time in the med. I might still be brawling with the Brits.

The silly Brits landed about 134k troops at Riga and marched them south across my provinces to Sevastopol where they attacked. I had a fun time using my cossacks to try to pick off trailing units from their long march, caught and obliterated about 30k and I used all of that time to put together a force of 400k to swing in behind the Brits when they marched into the Crimean Pennisula, silly beggars, not a single Brit escaped. If they had used those troops to attack St. Petersburg I might have been in a bit more trouble but the AI was hell bent on getting troops into the Crimea.

No, I never had the Crimean war. I was having problems finishing off the Chinese so I had to take the hit to my prestige and not antagonize the Brits.

When I assaulted the Ottomans (declared war around 1868-1870 timeframe, can't remember exactly)they were without allies but after I had taken a few provinces the Brits launched an attack into china and a bit later they made landings at Seminorof (sp? the province right above Sevastopol). I drove them out of China and was chasing their remaining troops around India. I also destroyed their first landings in the Crimea and destroyed a minor fleet of theirs. I kept assaulting the Ottomans in the misplaced belief that I could take them whole. A couple of months later I noticed some red coats marching through Ukraine and the Belarus. I figured their was a bug with the AI and they were heading to the Crimea so I brought in some Cossacks and harassed them and amassed a huge army and then moved in to close off their escape and that was that, a lot of grieving widows back in England.
