How will annexation be handled? I mean, I'd hate to see german unification event driven.

Will we be able to annex nongreat powers?

I think all nations should be annexable. On the otherhand if you annex other nations your reputation should decrease as ROTW would see you as a warmonger. As far as I understand some German nations voluntary joined Prussia and the others such as Hannover, Bavaria and Wurtemburg were practically force annexed after the war between Prussia and Austria in 1866.

I seem to remember reading that countries with 3 provinces left could be annexed. Sadly, I don't remember where or when I read that, so I might be wrong. So don't count on it before someone from the inside (hopefully) has confirmed it.

can you annex a more than one province country, i.e. can germany annex the dutch or whatever?
