Annexation refused

So I was in my game as Mughals, after blabla conquest, I forced a PU on Crimea, after 50y I have 1% of inheriting so I decided to integrate them manualy, I have +200 relation with them, they have +130 with me, I have 3/4 time their soldiers, but they keep refusing my offer of integration. That's the first time it's happening to me, and since I only have 1% of inheriting so I really need to integrate them...

Any solution to fix this ?

Get to 190 relations first.

The only time I've seen this happen is *heathen* religion, which isn't probable with Mughals/Crimea unless he did something wonky.

Actually yes, they switched to orthodoxy because of some rebels... So If I get it I have a PU that I'll never be able to integrate because of some stupid rebels ?

Sorry, my bad. Read the +130 as though they were your relations, not the +200.

Yes, you can't integrate PUs of a different religion. If they still have Sunni provinces you could try to support rebels and hope that they get forced back.

Nah, with Crimea there's a pretty significant chance of Orthodox rebels.
