Quick question:

Do you have to control all of a (minor) nation's non-colonial provinces to annex it, or merely the ones not controlled by another nation (e.g. one of your allies)? What about rebel-controlled provinces, do those need to be taken? And if you can annex without personally controlling all of the provinces, who gets ownership of the provinces you don't control?

Thanks. :)

You or your allies must control all non-colonial provinces. Rebels don't count. Whoever owns the province at the time of annexation gets it. That's how it's sometimes good to have rebels- if you're in a defensive war and a province is enemy-controlled or besieged, if a rebel pops up they can free it (or at least make your job of freeing a lot easier) or kill the opposing army altogether.

you also have to control all the provinces they control of other countries.

And Grahamule even if another non-aligned country controls a province you can annex them. Like if I'm Modena and I take Bologna, and Rome and Turkey controls Romagna even if their not in my alliance I can annex the Papacy.

Yeah... you just have to remember your alliance won't get the provinces. Also, if you declared war and an ally controls the capitol but you control the rest, you can't annex them. The declarer of war must hold the capitol.

does the ai have something against annexing when they weren't the ones who dow'd
(example: austria, who's allied with bavaria, dow's wurtemburg, who's allied with thurgingen. bavaria takes full control of thuringen, but i've never seen then annex. is it impossible?)

Only the main aggressor can annex, not his allies. (If you are an ally you could possibly make a separate peace with someone else in the opposing alliance to be placed in an offensive war of your own)

Here's another annexation question: Can a country refuse your annexation if they still have allies fighting you? I could have sworn that I saw that happen a few weeks ago, but now I'm beginning to wonder if I dreamt it!

Thanks.

They can refuse it at any time, it's just more common if they are larger than you and/or still have allies (that also might be larger than you) still in the fight.
