is not correct (as already stated in the thread). There is a house rule in some games to that effect, but the only way that an human can be forced a peace offer is occupying all their homeland.

remember to clean out your outbox as well

Castillon will add it to the the FAQ section when he finds time for it. But you should adjust your faq to what arcorelli (and I previously) mentioned on war acception of human players.
