Annexation of the Baltic states - too soon

SU can annex those states right after Molotov-Ribbentrop pact, before the Winter war.

In HoI this was possible from June 40 (0% to 20% - fixed chances).

Is it a WAD?

They could attack but they couldn't demand territory succesfully, no matter the relations were.

why would you demand territory anyway? its better just to attack. more experience for troops

I had the 20% chance like in HoI2 as far as I am concerned.
