Annexation is best.

There are zero partisan issues once a peace treaty is signed. The Soviet Union? The partisans go home and take a nap once Stalin throws in the towel. You still get 100% of factories and 100% of resources (at your tech levels!) with no sabotage.

There's little manpower to get from non-core territory, but who cares? I can always conscript more people from my cores at a penalty to factory production. And does a 30% penalty to factory production matter when I just added 100 factories by annexing a major power?

Puppets will have worse tech, worse division composition, worse leaders, worse production, worse AI, and worse everything than if you just own the land yourself.

If partisans were still active after signing a peace treaty, I'd change my mind.

Which makes me think that overlord nations should be able to share tech with their puppets, to at least allow puppets to field armies that are relevant.

If the country is near or next to your border, annexing is always better right now imo.
I only puppet nations which are to far away for me to defend without a hassle. So as Germany I would annex the British Isles but puppet the rest of their far away holdings so that I don't have to care for those.

Annexation is best.

Puppets will have worse tech, worse division composition, worse leaders, worse production, worse AI, and worse everything than if you just own the land yourself.

As Germany I made British Raj my puppet. They produced about 20 7inf/2 arty divisions in the first 6 months. I was then able to control them with one of my good commanders and have them guard a section of my front in the war vs the Soviets and they were fantastic. On top of that I got extra civilian factories since they became a new trading partner of mine. So I think it can be very situational and is not so black and white.

I wish the game were more flexible with wargoals. Currently it seems impossible to invade for the purpose of forcing ideology (an extra of forced faction join would be nice too).

I think they must have improved the AI builds in the patch. Here is what I'm seeing as an infantry build by the Soviets against me (admittedly this is late game, 1947, but they are still fielding them)

How very weird.

When I was analyzing something else (and tag switching between various countries) I didn't really see this sort of thing.

I did see AI countries with half a dozen templates that were basically different versions of infantry divisions. Some were really bad.

The strange part is that they were all different. Almost like every time it upgraded a template, it duplicated and built new divisions without upgrading the old divisions.

I wonder wiping an AI country's army and then letting it be a puppet in peace gives it a chance to make better divisions.

I will note that on further inspection the old original templates were still hanging around, so its not template switching completely, and it DID have several other Infantry Type templates sitting around, but most of what I saw was that Type 2. Some looked like upgraded NKVD divisions as they were 10xINF + MP, one was 10xINF + Support AT and Arty and Signal (not a horrible division by any means), but all were an upgrade of some sort it seemed, as even the old named divisions were clearly different (all at 20 combat width). Even the tank divisions weren't as bad as I've seen (no more 4x heavy with no MOT/MECH). I think the best were 5xLights + 5xMOT + support battalions and 4xHeavy + 6xMOT. They even had MECH divisions but they seemed to go down fast so I doubt it was well designed.

You can lend lease them equipment at least.

It doesn't really work in practice. Then you need to produce it, and if your puppet can't produce anything but outdated equipment even if they have several factories, then you have to keep sacrificing more and more of your production for them. For a country like China with as much MP with a country as relatively limited as Japan, this isn't very useful.

Overlords should be able to share tech. Honestly, it makes no real sense that they can't share tech with their vassals.

There needs to be more benefits for puppeting and more restrictions for annexation. It makes me cringe whenever I see communists annexing everything (in multiplayer) while Germany takes everything east of th Urals (in both single and multiplayer).

Slightly off the subject isn't it a bit daft that democracies can't puppet when the USA starts off with Philippines as one and India can become one of the UK.

I agree it's daft, though it's because there are no mechanics that are specific to colonies yet. Future DLC.

Who can puppet?
- Fascist and Communist countries can puppet, Democracies can not.
Defined in common\ideology file (democratic can_puppet = no, moddable)

There is a national focus for the United States to puppet Venezuela. However when the USA defeats Venezeula, they only have the option to "change government" or annex it, but not to puppet it. It's obviously an unfinished part of the game.

It's a bizarre US National Focus, Venezuela is messed up in game with some ahistorical weirdness. In game it's Fascist, the reason probably is so it will want to export it's precious oil with Germany and Italy. IRL Venezuela was a moderate authoritarian government, like Brazil, that had good relations with the United States. Venezuela should be Non-Aligned and have maybe a third less oil than it does in game.

Anyways, if Democracies can annex nations there is no excuse for them not to puppet them.

Or at least making it easier to force ideologies on the defeated while keeping their borders.

Agreed. In general, tech should flow in a faction providing a research bonus like in HoI II.

It is always a good thing to create a stupid one province puppet of Britain, since it gets to keep the navy.

Agreed. In general, tech should flow in a faction providing a research bonus like in HoI II.

I'm not sure, if you would want to have them shared within a faction. I could think of many circumstances where I wouldn't want to give a technology to my ally. You know, an ally you have now is just an enemy you save for later. But for puppets and some explicit treaties it should definitely be a thing.

Sure, I never implied it had to be automatic.
In fact, it is historicaly accurete that not everything gets shared. But, let´s say you want to boost the production of an ally or prospective ally, so it´s a good idea to pass a couple industrial techs for that. This is particularly interesting with important trade partners, so they can actually produce more resources.

It would be interesting to obtain the bonuses once you force capitulation on a country with better techs than you. Not neccesarily, again, as an automatic dynamic, but a chance to get something from them.

In playing/analyzing the Germany 1936 position, I was debating the relative merits of the two mutually exclusive nodes in Germany's national focus tree:
Integrate War Economy vs.
German War Economy

The former depends on having completed the Align Romania, and Align Hungary nodes and affords making them puppets IF they are in faction, as well as about 4 factories per nation.

The latter affords Germany a boost to Mil Factories, and about 6 factories if I recall.

Which one is preferable really seems to depend on a few factors:
1. How does the puppet mechanism work
2. If you complete the Integrate node BEFORE Romania and Hungary are in faction, will they be "grandfathered" in as puppets? I would think yes, but I've noticed the game apparently NOT retroactively applying such bonii so I'm not sure (e.g., I noticed that, when I started research PzIII tanks BEFORE getting Treaty with Soviets, the reserach time did not drop after I got the Treaty with Soviets; back up reload and do it the other way round [get Treaty and THEN start PzIII research] and research time was half.

Anyone have any illumination to provide on these points?

Puppeting them is not worth it IMHO since they are just below free in their puppet level. You cant build in their territory so you cant lower their levels to make them more useful and make better use of their MP. Tried it once, wont do it again.
