So i'm france and have Brittany as a vassal. He has been my biatch  since many years back and i raised the relationshit to +200. But when try to annex him, he refused... what should i do to do it right? or is it just plain hard to annex a country through that diplomacy thing?

If you have the option to annex, then you have filled all the requirements. But nothing in this game is certain - there is still a chance they can refuse, and that is affected by monarch stats (yours and theirs, I believe), the length of time they have been your vassal, and the relative strengths of your countries.

In most cases, it is to your advantage to wait until you have an extremely good monarch, unless the vassal's provinces are of your culture (Brittany's are not) and religion (which it is), in which case the economic benefits are in favor of annexing as soon as can be managed.

The Pre-FAQ has been officially FAQified here. Take a look at the 'factors helping DA'. ;)

In short :
- try pushing maintenance to 100%, it helps, and build more troops (IIRC, you don't have many troops, do you ?)
- wait 30 years
- wait for a better monarch if the current one is crappy or you know a much better is coming along soon
- develop your economy

Normally, diplo-annexing a country is much easier than diplo-vassalizing it. But did they over-grow, or did you shrink too much ?
