I tried to learn how to mod but I'm a simpleton. Could one of you of Divine Blood make a mod that reduces the -50% fertility penalty on dragons to -25%?

Dragonkind is instantly dying out because most of their specimen have negative fertility even with family/seduction focus. I know +4 health and 30 combat ability are great bonuses, but they also have -10 general opinion and making them also completely infertile is just unfair. In my multiplayer game the dragon players' dynasties only lasted until their last members who were spawned by the game at the start died without offspring, even though some of them married or seduced nondragons.

I tried creating a simple mod in which the animals.txt culture file is changed so that the dragon fertility debuff is -0.25, but that changed nothing ingame. The mod showed up in the launcher, it just didn't have any effect.

did you double check for typos? Believe it or not 99% of mod errors are that
