I almost done all achievement and I noticed one thing: You have achievements for almost every group of countries, but no for Siberian. Even Philippines have this, and maybe South East Asia will have in new patch. So I think this is sad for them. ;c
I would be pleased with simple thing like conquer all of Siberia as someone from Siberian Native Council, or form Alaska as Kamchadals, whatever.

It is already so painful playing with North America natives. Siberian tribes are worse unless you go full out ham against the Manchurian ASAP.

There is also no achievements for South America natives (excluding Incas).

There are no Cossack achievements either even despite having Cossack-dedicated DLC. So, well, Siberia having none is not worst example.

I feel like there are a few potential achievements...

1) The simple, easy one would involve arctic terrain: control all Arctic terrain provinces, become a GP while controlling only Arctic terrain provinces, etc. etc.

2) Or you could play against type. Like, starting as a Siberian native, become the world's leading producer of a "tropical" trade good...maybe ivory?

3) The zany one could be built around the fact that Tsarist Russia(and Soviet Russia, far beyond the game's time-frame) used Siberia as a dumping ground for political dissidents. Like, perhaps you would have to make all provinces in the Russian region a Siberian culture, or make it so the only Russian culture provinces are in the Siberian region. Preferably requiring a Republican government, for added irony.
