Simply an error.
It's = It is.
As in "It is a nice day today"
Its is a word of its own and is used like "Its DLC will be amazing"

I just noticed they changed on the Paradox to the correct so someone must've seen it and edited it. Surely they just forgot to edit the steam page or it was too late by the time they realised.
I wonder if other sites like GMG has the fixed or broken variant
