However, I hope you still have to use diplomatic points or "trade"(?) points for this cause I can already see abuses. Basically you could trade all your techs with your allies until you have everything they have to offer. But I'm sure Paradox tought of that

It may be called a blueprint but it looks to be the whole tech still. If they get the benefit of the tech instantly then its the same thing. Of course this blueprint may just actually speed up the recievers research towards this paticular tech.

I'm willing to bet it is something like that. You still have to assign your research teams to apply the techs you learn, same as traded techs in Vicki required the use of RPs, but it won't take as long.
