So, inspired by a recent post about the Lithuanian culture in the Commonwealth, I decided to come up with a basic way to overhaul them.
The idea revolves around the player being able to choose what cultures are accepted (the AI uses the highest percentage of cores to choose them.)
The default limit would be the primary culture and two (maybe three) other cultures you can choose. This could be increased with ideas and traditions, basically, where it currently is -x% accepted threshold, an additional culture that can be accepted would be added for every 10%, so the -20% in the humanist ideas would instead give two more cultures.
Accepted cultures could be added and removed in a tab in the adminstration screen, but would cost 150 administrative power and 100 ducats to change.
This would not affect unions, which still accept all of their culture group. Thanks to Montem for reminding me to add this!
This system would allow nations like Poland to accept Lithuanian, or Britain to accept Irish (I know this isn't strictly historical, but would be easier than sending troops to quell a rebellion every 10 years.)
