Thinking about how Basque country has no cores in V2- how would you even make it exist? Well hypothetically you could have it somehow be independent under the Carlists (though that would be somewhat ahistorical) but I was thinking more "what if you could play as a nationalist revolutionary movement for a country that doesn't exist". Like you play as the IRA, working behind the scenes to overthrow the established authorities and bring about your day of ascent against the topsiders, the vermintide washing over them as their cities are pulled down around them and you reign supreme.

That got me thinking about playing as the Indian National Congress - which also had links to the IRA... maybe being able to play as the "rebel" forces globally might be rather interesting. Rack up points for toppling governments, even if they were governments that came about because of previous topplings!

That sounds like a completely different game.
(Bank robbing, arms dealing , political propaganda, finding mighty allies (maybe even other nations) and organising rallies and strikes and maybe even armed demonstrations,
dealing with secret service counter insurgency measures, including blackmail, broad misinformation campaigns (aka fake news), murder and moles, wile yourself are as well trying
to find friends and moles in the system/on the other side and might assasinate their agents.)

At least it would be quite different feature and GUI wise and complex.
As it appears to me in a quick thought.

As it appears to me in a quick thought.
That could make for an interesting title in the interwar period, spreading revolt, insurrection, and organized crime for assorted nefarious or ideological purposes, or play the other side and try to fight and suppress it by various means, for good or bad reasons. That way, either the governments or the rebels can be played as good or bad, and you cab gain both allies and enemies on either side of the legal boundary. Play anything from a Communist revolutionary to a Chicago mobster, or the police and government agents.
