This was an idea that struck me as a solution to a minor problem while looking through one of the threads in the main EU4 forums, but has anyone else found it odd playing as Karaman/Candar/<Insert Beylik here> that, when you destroy/outlast all the other Beyliks, including the Ottomans, meaning you're the only Turkish state left, and thus essentially represent Turkey, you still could get Ottoman Nationalists/Separatists?
So, I suggest that a decision similar to the 'Kingdom of God' and 'Unite the HRE' gets added in for the Turkish Beyliks, that, upon being the only Turkish (or Beylik) State left, and owning certain provinces (perhaos Iconium, Caesarea and Ankara, the heartland of the defunct Sultanate of Rum), they can enact it which makes them the primary culture of Turkish (instead of a culture union), in addition to the usual bonus'.
Historically, that's pretty much what happened with the Ottomans: at game start, they're just one of many Turkish Beyliks, albeit the largest and most powerful, and thus there was no real 'primary nation' for Turkish like there had been when the Seljuks/Rum was around. Naturally, though, for gameplay reasons, they start off as the primary culture. But as the Ottomans gradually conquered all the Beyliks, and were the only one left (except Ramazan, but it was for all intents and purposes under the Mamluk's, and later their, thumb), they became to be viewed as being synonymous with Turkish by both their own people and foreigners. Not because the ideas of a nation-state had yet to emerge then, no, the Ottomans themselves were very much viewed as just another dynasty and were also referred to as the House of Osman on multiple occasions, but because they were the only Turkish state in existence.
In addition to adding in more realism, fixing a rather funny yet confounding (albeit miniscule) problem, and making playing as the Beyliks more fun and flavorful, adding in such a decision that lets them replace the Ottomans as the primary culture of Turkish would also allow them to keep their own flag and name, which they probably would have done had one of them replaced the Ottomans.
While I'm still on the topic of primary cultures/cultural unions, would it be possible to redo the Qing decision so that it is impossible to do while the Ming are still around, but once they are gone it makes Qing the cultural union of Chinese?
