Rather than have it be fixed, leading to problems of two province France getting colonists while fifty province Austria gets none (for example), dynamism shold be linked to naval strength. This would allow an expanded country like Austria to be able to colonize, while a nearly landlocked Spain or France could not. It would also prevent a human player as france or spain neglecting their navy, as I sometimes find myself doing. To suggest that a navyless France would be able to send colonists across the atlantic to America, let alone around the world to India or Asia is foolish. Naval strength was also responsible for the rise of Dutch colonialism and the decline of Portugese. Usually the colonial powers (early game Spain, later game France and England) have large navies, so unless one is defeated, dynamism would go to the right nations. Galleys should be excluded in calculating naval strength for dynamism (you can't sail across the ocean on a galley) to prevent Venice or Turkey getting colonists. Something would need to be done about Russia, however, as they didn't need a navy to colonize siberia.
