it affects colonial growth & colonist cost (+ other stuff) tho

It's in the root folder Europa Universalis. Will upload it now to a hosting site.There is a file in the 'Interface' folder called 'messagetypes.txt' which I think contains all of those changes.
Perhaps you could simply host a copy of your file for us to download and past into our 'Interface' folder. Much, much easier...

So you might want to change the example to Aragon or some other eastern neighbor of France.
