Bill Name: Royal Council Importance Act (RCI)

As of now there are two positions within the royal council that are almost entirely bypassed. Law-Lord and the Arch-Marshal. The Law-Lord, the one supposed to be responsible to manage the law is bypassed by our great church who manage our courtrooms and legal code, as of now the Position of Law-Lord is an empty title acting as an advisory role to the Emperor.
The Arch-Marshalship. A position with no power as of now, unable to assign generals admirals or even captains of our great space fleet this position is quite simply useless. Unable to order the Imperial Army, Navy or Spacefleet. This position has no purpose.
Due to this imbalance in the royal council and in order to solidify a command structure the Canmoore House proposes the following.
The Arch-Marshal must give approval before the appointment of a General or Admiral by any position within the government, if the approval has not been given the Arch-Marshal is given full right to revoke the roles of the appointed. The Arch-Marshalship shall also be given the final say in any actions made by its subordinates.
The Law-Lord shall be given supreme authority over any case that has not violated the rules of our great church, The Law-Lord shall maintain the final say in matters of the courts that broke our non-religious law.
The Law-Lord Is the one to appoint the Judge over any case.
The Pontifex Maximus will retain his authority over all religious matters.
The Law-Lord also must be contacted in order to approve any changes to the law system of the Empire. Any of the powers may be delegated to trusted subordinates.
This bill was heavily criticised by the members of the clergy, who have put considerable effort into blocking it, which it eventually did as well.
The establishment of a Special Forces Act.
For too long our military has lack the a special forces division, this act seeks to establish a special forces division to protect ourselves and our religious morality, called Special Sky Division. Where only the best of best of our military can join
It's primary job is:
• To serve as the special forces of our Impreial Military.
•To work closely with the IIA with counter intelligence raids, fighting, and counter terrorism.
•A HQ will be built in the near future dedicated to this division.
RP effect: We have a Special Forces for our Empire
In game effect: Build a garrison somewhere in the near future
This bill has been criticized by both nobility and comonry. It failed in the Estate’s Chamber..
Bill Name:Artists Liberation Act

Bill Text: The Artist Liberation Act aims to give artists the freedom to express themselves fully. This bill covers all mediums and forms of expression, including, but not limited to, movies, shows, games, and paintings and sculptures. Artists will be allowed to create whatever their minds allow, free from the previous constraints of the church and law.. Art will not be allowed to be intentionally destroyed Or removed by Government bodies or agencies, and will be instead protected by them to allow for guaranteed freedom of expression.
Exceptions. If Art is Displayed on Another Individual's Property Without Their Consent the art is allowed to be moved to another location (Art Museum) Without The Consent of the Artist.
If the art contains Pornographic or other mature material it will have to be displayed in an area that restricts underage people from seeing it.
As of the treasonous acts committed by Diane Manteau, this bill was almost unanimously opposed. The only Guild in support was TOS
Obrium Act

The Discovery of Obrium has found new Sentient Species, This Species Like the Species on Discida IV we must Observe them and Learn, As Annexation and Conquest Currently is not the best Approach. We Should Build an Observation Post above the Planet and set it to Passive Observation for 30 Years, after the 30 years Peace we should Start Peacefully and Secretly Indoctrinate them to Create a similar Culture To ours.

This bill got lost in the chaos surrounding the CPGA and has not received enough votes to pass.
Anti-Slavery Act

It is Unacceptable in our Current Society to Allow such immoral Institution to be legal, even if it doesn't have a large Influence, It must be Abolished, as it is an Affront to our Morals, and our Modern Society, No man or Women should become or be a slave in our Glorious Empire, as it would be an Embarrassment to the Emperor.
Ingame Effects- Set Slavery Law to Outlawed
This bill was supported by almost all in the People’s
Assembly, as slavery has been a thing of the past as an institution since 1457. It was vetoed by the Estate’s Chamber, but this veto has been overturned in the Assembly, where the bill reached the necessary ⅔ majority.

Preamble
The sister cities of Prafopolis and Liberty are symbols of heretical and treasonous activity which taints our maps, our minds, and our souls. While some claim true justice is in utter destruction, the UGD humbly puts forward a plan to annex these cities and bring them under the rule of the gods; turning their beautiful architecture and impressive infrastructure from its twisted purpose to our holy mandate.
Prafopolis shall be deemed Serporopolis, the city of liars. Here, a grand temple to Serpor shall replace the temple of Praf and the city itself shall be ruled by a clergyman, granted a landed-title over the city (as it is a city of a purely religious nature). They shall be known as the Anointed Baron/ess/ette of Serporopolis.
Liberty shall be likewise renamed to Al Libras (Servant of Libras) and be a sign that justice shall always be served. The halls of their accursed state house shall be transformed into a courthouse of Libras! Here, people shall be brought from all across the Empire to face Libras face-to-face and either be proven innocent or guilty in the eyes of our gods.

The Moral Authority Act:
Submitted to The Estates
In any non-religious court, to ensure morality is maintained, 2 randomly selected Priest must overwatch the court.
The Judge of the court will need to swear a religious oath to remind the judge of the religious morality
They'll have the power to:
• They have the full power to transfer the civil case to a religious court, if even one vote for it. The judge has no power to overrule this decision.
•To remind the judge of his moral obligations.
•To ensure that all proceedurs are followed without breaking any religious laws.
•They have the power to question and openly criticise the Judge's verdict, however does not have the power to bypass the verdict.
This bill has encountered harsh criticism and hence did not pass in the Estate’s Chamber
Colonial Naming Act of 2225

TCA believes that our colonies should not go nameless. The last naming bill was taken down thus confusing the Empire. TCA would like to put fourth that Takhvan Prime should be renamed to Elindale and Tinab Prime should be renamed to Austruza.
(In-game effects: change the colony names to what the bill says. I think they are interesting enough names)
This bill passed without much debate.
Civilizing, Proselytization, & Governing Act

Preamble
With the appointment of High Governess Schneide, and the discovery of even more intelligent Native life it is imperative that The Holy Vaerian Empire has a clear system of governorship for effective Administration; to this order I propose the following regarding the position of High Governor & Sector Governor:
-The position of High Governor (here-on to be renamed to High Lord) or Sector Governor (here-on renamed Lord Segmentum) may only be held by the Nobility, either chamber of the Imperial Diet may seek to appoint eligible candidates in a bill.
-Individuals appointed to the position of High Lord or Lord Segmentum are to rule for life unless overruled by the Estate Chamber during a session of the Imperial Diet.
-A High Lord may appoint or revoke one individual to the position of General who will hold the duties of managing & organizing local planetary forces.
-A High Lord is responsible for the appointment and revocation of new members of the lower-nobility, to be primary recruited from the more daring and adventurous of settlers on a virgin world, it will be the duty of these new nobles to attract settlers and migrants to their land, failure in doing so will result in their removal.
-The Interstellar Dominion Act is to now be seen as defunct, and to be repealed due to the precedent set by High Governess Schneide, as-well as in this Act.
-A Lord Segmentum may appeal directly to the Emperor for the construction of new buildings or districts, resettlement of populations, enactment of planetary edicts, recruitment of new armies, or the construction of new mining & science stations in their sector of governance.
It is my belief that it is in the interest of all Vaerians to see the Expansion of Imperial Borders & Civilization to new worlds across the stars, yet the Stellar Expansion bill severely hampers expansion to habitable worlds, and prevents the effective civilization of native-lifeforms to this end I propose the following:
-The amendment of the Stellar Expansion bill in-order to only limit colonizable 70% hability worlds instead of 80%, to now allow the Empire to properly civilize native-lifeforms on newly discovered planets, to allow the colonization planets of any size, or planets with dangerous features or anomalies.
-To direct the Royal Colonial Office to use the Construction Ship at Meryl to build outposts in the systems of Obrium & Adumir.
The Holy Vaerian Empire has been blessed by the Gods, their divine providence seeing the Empire finally unite the planet in the Great War of Unification, it is our destiny to spread across the stars and therefore our imperative to see native life within our borders civilized, to be taught the same values and beliefs of the Vaerian people to this end we must do the following:
-To direct the Arch Marshall & Imperial Armed Forces to bring the natives in Discdia IV into the Imperial Fold.
-The construction of three additional armies as a temporary army-group to be used in the civilizing missions on Discdia IV to be disbanded after ensuring a smooth-transition into Imperial Rule.
-To give special ordinance to the Estate Chamber for the declaration of war on the natives of Discdia IV.
-Once Imperial rule has been firmly established, to grant Grand Duke Philippus di Critelli the positions of High Lord of Discidia IV with the powers outlined in this Act.
-Due to the frigid conditions preventing a large Imperial presence the native species of Vivisandia on Discida IV will be granted self-autonomy and the privilege of self-employment, however they will not be allowed to Vote or be represented in Public Assembly, to serve in any position in Vaerian Government or Military, own any spacefaring vehicle, own any firearm or object classified as a weapon, or be allowed off of Discidia IV.
-The Granting of the Clergy the necessary resources to establish a planetary-wide mission on Discida IV in order to better educate the Vivisandia in the proper beliefs of the Empire, and in the necessity of Imperial Rule.
-In order to rectify our pressing shortage in Consumer Goods, to resettle the population necessary to support the workforce necessary for two Consumer Good factories on Discida IV.
-To approve the construction on Discidia IV of a housing district if needed, as-well as two Farming, Mining, and Energy districts as needed by to fix unemployment in the native population, and to bring further wealth & raw resources to the Empire.
In-Game Effects:
-Two Outposts to be built in Adumir & Obrium.
-The Construction of three additional armies, and the usage of as many armies as needed to invade the Primitives on Discida IV, to be disbanded after the invasions are concluded.
-The Leader Philippus di Critelli to be the Governor of the Planet of Discidia IV.
-The Construction of two Consumer Goods factories on Discida IV.
-The Species rights for Vivisandia is to be set to the following: Residence, Stratified Economy, Migrations Controls Enabled.
-On Discida IV to build a housing district if needed for housing, and a max-total of two of each type of resource district if needed for unemployed pops.
-For gameplay purposes this proposal is considered a constitutional amendment.
This bill was seen as a blatant power grab by Grand Duke di Critelli and did not enjoy much support. It failed in both houses.
RECYCLING BILL

We will Invest 1 Billion Marks into Recycling to Help this Movement so that our Citizens may become aware and Use less Goods currently to Help our Problem until the Economy Recovers.

Economic Healing Act

Description: Instead of invading two primitive planets and creating Slavery, until our consumer goods recover we will buy Consumer goods from Recycling plants and Private Companies to Create new Consumer goods. This will be paid for by selling 1k of our alloys which will not intervene in our ship production, and will give us 5200 billion Marks to spend (5200 EG) to buy another 1,000 consumer goods to keep us supplied until the factory is complete and worked.
In-game effects: sell 1k alloys in the internal market and use the EG credits to buy 1k consumer goods and will not invade Primitive worlds

Anti-Piracy Initiative

Description
While currently our fleet of ten corvettes is sufficient handle enforcement needs of the empire as we expand this will not be a cost effective means of hunting down pirates. Therefore the Void Craft Guild propose that assembly set up a fund for grants for the research of long range deep space fighter. Such a craft would be the power multiplier our anti-piracy forces need as we develop into a galactic empire. Allowing us the focus on larger threats with our main fleet.
