So playing as England in the Death and Taxes mod it seems difficult to actually use the Royal Navy to defend myself. Obviously it's big and powerful enough to curbstomp any foreign navy, but it can only be in one sea zone at a time, unless I want to split it up (in which case the AI will destroy it), so French/Castille stacks seem to be landing at will along my coasts. Coupled with 30k scottish troops I'm being owned.

Leave a tiny fleet of large ships a few zones away from your main fleet - it will draw enemy navies to it and you can reinforce as soon as they're engaged. The AI always knows where your fleets are and won't chase down a larger fleet, but they will almost always attempt to chase down ships that they know they can beat. They just don't consider the possibility of ships a short distance away joining.

Edit - you can also just set your fleet to patrol the perimeter of the British Isles, but it can get incredibly annoying to watch.

Yeah, just patrol, it makes life easy. Luring, as described above, works well, but feels a bit abusive to me.

But is there a new D&T version that is more challenging for England? I love the DAO map, and thought D&T had some interesting things, but it seemed even easier than vanilla the few times I played it, especially for England. Has that changed?

People complained D&T was easy so the creators made it a lot harder in which the AI gets bonuses (now people are complaining that its not historical enough because of the blobbing).

How do one set patrols in a circle? I can only do in straight lines.

As Rhion says, using shift-click lets you set waypoints. Note that it won't keep traveling the circle in the same direction; a patrol always travels from the start to the end then back again.

I rage gave up after I realised that I'd spend most of my time replacing naval patrols that the AI specifically seeks to destroy...sigh.
It's pretty easy to get QFTNW early on though, and some of the ideas speed up colonisation somewhat. More powerful than vanilla certainly but not nearly as powerful as my Brandenburg->Prussia game. I think I have like 190 Discipline on that.
