How about we allow for a click and hold style of unit and building construction?
You select the item you want to build and then click on a province's plus or minus key and hold the mouse button down as you drag it across your country. Each province that is being moused over will get a single build order of that unit if you started from the plus or removes any construction if started from a minus.
This would make construction and canceling of units and buildings really easy, especially for mercenaries, where you might just want to build one unit type and not everything. It would also be really nice to have for building buildings in large nations in bulk. Gives a new meaning to EU4 being about painting maps. Now you can paint it with building orders too.
