You definitely needs to do something about that French occupation zone, it has rich industries and would perhaps potentially allow you to rise to Great Power status.

Chapter Three: The Second Five Year Plan of the People's Republic of Germany
2nd of January, 1958:

The State Council met again to discuss the past and future of the People's Republic of Germany (PRG), this time in Bonn. The nervousness of the body was palpable, except Comrade Loch who seemed blissfully unaware. There were no real changes in the body, except the addition of Erich Mielke, who joined the body in 1956 following official change of the name of the Party. The final meeting of the Second Five Year Plan of the People's Republic of Germany, it was begun by Wilhelm Pieck.

WP "Comrades, it has been a long year for us all. The actions of the British have overwhelmed all international precedent, with the actions of revolution acting against all those that call the British their allies. However, as known to us all, we must engage in an orderly execution of Party policies in order to continue our successful administration of this nation. I turn this body's attention to Comrade Ulbricht, who will discuss the foreign outcomes of the Second Five Year Plan and actions of interest to this body during the course of the Plan."

WU "Thank you Comrade Pieck. Comrades, as we all know, the foreign situation has become an utter mess due to the actions of the British Government abroad. It seems the British Parliament, unwilling to accept the inevitability of the triumph of the people's will in their colonies, has engaged in a war against the world. While the Labour Government, a executor of the British proletariat's will, was successful in full decolonisation of the former colonies of Sudan, Southern and Northern Rhodesia, Jordan, Palestine, India, Pakistan, Burma, Ghana, and Malaysia, the will of the British aristocracy engaged in a counter-revolutionary movement which struck down the Labour Government of Clement Attlee and caused the rise of the Conservative Government under Anthony Eden. This was done through the lack of an official British position during the nationalisation of the Suez Canal and the consequent British funded Aswan Dam within the same year. The British counter-revolutionary forces, outraged at the "descent of British Pride" ejected the Labour Government in January of 1955 and established what would become the most destructive British Government in history.

Prime Minister Eden, as you all know, immediately intervened in the Cyprus national referendum, declaring the island to be an integral portion of the British realm. Vetoing all UN attempts to intervene into Cyprus, the island's nascent national government declared a revolution in February of 1955, 3 days following the British intervention into the referendum. By April, continued threats by the Soviets and Americans fell on deaf ears as the British announced a domestic nuclear program for the purpose of self-defense. By July, proxy wars funded by both the United States and the USSR were raging throughout the commonwealth as the island of Cyprus was formally annexed into the British political system properly.

These proxy wars include, but are not limited to: the Canadian Civil War, where the pro-British Conservative government was overthrown by the American backed "Canadian National Bloc / Bloc National Canadien" while the Province of Newfoundland seceded to reform it's own government. The trans-Congo bushwar, where tribes from British Tanganyika are to this day engaging in an invasion of the Belgian Congo for the sole purpose of establishing a British-backed national government. The Rhodesian intervention into Mozambique, where the Pan-Rhodesian Governments have declared that the Portuguese colonial government of Mozambique have sheltered terrorists and have intervened into the Portuguese colony in order to find and remove these terrorists for the purpose of having them tried in Rhodesian courts. The British-funded insurrection within Finland to leave the Soviet sphere of influence, which was crushed in late December 1957. Finally the last major war of note is a massively funded Communist insurgency in Sri Lanka, where British-funded forces desperately try to defend the pro-Anglo regime there.

These events have taken the attention of the world multiple times over. Important distinctions, such as the fall of Argentina from international attention and the rise of Germany as the world's latest Great Power, the formal inclusion of the Benelux and Nordic nations into NATO, the Algerian revolution against the French Government, the Dutch decolonisation of the majority of Indonesia, and the very recent launch of Spudnik have all been overlooked by the world press in favour for sensationalist propaganda.

It is my recommendation that, as we continue into the future, we avoid inclusion into these proxy wars lest the stability of the party be compromised.

HL "Thank you Comrade Minister Ulbricht. Domestically we have continued to make major strides in advancing the life of the average citizen of our Glorious Republic. Perhaps the most important occurrence was the Franco-German Agreement (FGA), made in November of 1953. Taking place some 1 year following the Triparty Pact regarding the British and American occupation zones, the FGA allowed the PRG to assume command of the majority of the remaining occupied zones. However, as known, the price was steep. The capital was moved from Berlin to Bonn 'to ensure proper French oversight of the German government's activities' as well as the recognition of the Saarland Republic and the creation of the International Authority of the Ruhr, which is nothing more than a French denial of our coal producing facilities.

After this, it was seen that the former occupying nations had neglected the German people, as they simply engaged in a strategy of taking everything not nailed down. In December of 1953, a census conducted of German workers found that some 90% of formerly occupied workers, representing some 22% of the total working populace or 328,000 individuals, were out of work. Extensive make work programs and resumption of industrialisation of the western portions of the PRG resulted in this number falling to ~1% by 1957.

This massive state expenditure, alongside immense modernisation of the national highways to take modern, highspeed automobiles, resulted in what some have been calling the 'Wirtschaftswunder' or economic wonder. This impressive economic growth was also seen as due to the rise of the German population to 75 million souls as of 1956 and the reintergration of the Saarland Republic in November of 1956 following a plebicite.

Technologically, we have found that the economic success of Germany had made us party to the World Bank and International Monetary Funds, even though we are not technically part of the Bretton Woods Capitalist system. German national companies have been quietly engaging in scientific management of foreign reserves under the nose of both the American, French, and Soviets, essentially turning the PRG into the world leader in illegal loans. Furthermore, the uptake of televisions by the populace is also noted.

For the future, domestically we recommend the focus continue on making German infrastructure the most advanced in the world and the continued excellence of German economic opportunities, even if illegal by international law.

Now comrades, though normally in my prerogative, the issue of internal party politics is now of the power of the German Ministry of State Security. I present Comrade Mielke to this body, in which he will present the results and goals of the internal party politics of the Second Five Year Plan."

Erich Mielke (EM) "Thank you Comrade Loch. Comrades, fellow working class members of this fine republic, our deception of the foreign governments of the West has been complete. The 'dissolution' of the KPD in line with Allied demands and the formation of the 'Christian Democratic Union' was a facade that many thought would not succeed. However the governments of the West, too busy with the issue of British counter-revolutionary actions, have not bothered to look deeply into our domestic politics. 'Private Business' are completely owned by the party, elections are managed by the party, and for all intents and purposes the 'Economic Miracle' lauded by American imperialist bankers have been completely due to state enterprises acting in a fashion that befits the plan of the state.

It is the opinion of the Ministry of State Security that this arrangement be upheld into the foreseeable future. If the West wishes to believe what isn't true, let them. The Third Five Year Plan of the People's Republic of Germany will be upheld and managed by the party with no delays. Furthermore, propaganda and reeducation of dissidents is occuring right on schedule in the western portions of the state.

All in all, the future seems bright should the armies of the West not rally against us. I return attention of this body to the Comrade General Secretary, who I assume will make closing comments regarding the Second Five Year Plan of the People's Republic of Germany."

Chapter Four: The Third Five Year Plan of the People's Republic of Germany
4th of February, 1963:

The State Council once again met, however this would a different meeting than the two prior meetings held. Besides the fact that this was held in Frankfurt, the years had not been kind to prominent members of the State Council, especially the year of 1960. Wilhelm Pieck passed away in his sleep in 1960, being replaced by Otto Grotewohl for the position of Party Secretary. Unfortunately, Grotewohl was diagnosed with leukemia later that year, and the position of Secretary of the Party passed to Walter Ulbricht. Minister of Domestic Affairs Hans Loch would also pass away in 1960, being replaced by Willy Rumpf. Following Ulbricht's promotion, Otto Winzer would be promoted to the position of Minister of Foreign Affairs. These deaths would have a large effect on the party, as Germany had a month of sadness for the passing of all these great men. Within the party, men scrambled find replacements and decipher their organisational charts. By the time the party was ready for the final meeting of the Third Five Year Plan of the People's Republic of Germany, it was already February. Ulbricht would open the meeting.

WU "Comrades, this year has been a changing point for us all. The passing of Comrades Pieck, Grotewahl, and Loch was a loss that we all will feel. However, we must advance their ideals in their memory, and not be grounded to the past. This year has been an amazing success for the People of Germany, and I hope everyone gathered here will be positive in their deliverance of such a memory. I am sure that the President would be most displeased at the notion that we have disappointments in regards to such a ground. Thus I pass on the attention of this body to Comrade Winzer, the Minister of Foreign Affairs."

Comrade Otto Wizner (OW) "Thank you Comrade Secretary Ulbricht. Comrades, as we all know, the foreign situation has stabilised on all fronts, though not without some limited difficulties. The Eden Government of England collapsed spectacularly between '58 and '61, as first humilitation of the British state occurred after American bankers readjusted their debt rates in such a way that caused London to nearly engage in a revolt against the government, forcing the British to listen to American dictates. As well, following the defeat of the Siegen Uprising, the British agreed to stop infiltrating on the basis of destabilising the PRG. This removed the needed support the French needed to maintain the illusion of legitimacy concerning the International Authority of the Ruhr, allowing it's reannexation in October of 1959. This in turn continued the fall of the British Empire until a meeting between British and Soviet diplomats allowed the return of de jure peace between the two nations. The removal of British resources of Sri Lanka was reportedly part of the deal, which led to British international humilitation for the second time as the Sri Lankan pro-London regime fell to the armies of the Proletariat in 1961. Following this, Prime Minister Eden publicly retired in the face of immense pressure. This caused a snap election to be called, which returned power to the Labour Party.

This connects nicely to the issue of decolonisation, which has been advancing at an amazing rate since the fall of the British Imperialists. While in 1958, only 10 decolonised nations of British origin, as of yesterday, there are 18 newly formed nations. The fall of the British Imperialists had a domino effect on the French state, as many of her colonies would likewise declare independence from the reactionary republic of France. We are pleased to note how that the majority of the world is to date freed from the despicable institution of imperialist dominance, with few British and French holdouts remaining.

Continuing on, foreign wars have been limited. Peace reigns in Rhodesia, though the Congo has been divided in a civil war since it's independence in 1959. The only real official conflict of note is between the Indian and Chinese, as the Chinese liberation of Aksai Chin was a tremendous failure. Despite the mobilisation of the will of the people, the Indian army has driven the Chinese forces into constant retreat, as the Tibetan and Uygher lands of the East were captured and are still being held by the Indian state.

Elsewise, the Treaty of Rome was formed in 1960 between France, Britain, Portugal, and Belgium. We joined the Warsaw Pact in February of 1960, a month after it's formation. The Soviets put a man by the name of Gagarin into space in 1961. Egypt formed a transnational state between itself, Palestine, Jordan, and Syria called the United Arab Republic which lasted two years. Though the state is once again officially 'Egypt', the integration of the province of Palestine by the Egyptians did not go without remark by the various Arab regimes. Finally the Austrian government finds our state the most influential in it's domestic politics, with the Nicaraguan, Luxembourgian, and Dutch governments warming up to us.

As to my recommendations, I have decided that the continuation of a friendlisation of neighbouring powers is the correct decision, with the continuation of the policy of non-interference internationally.

Comrade Willy Rumpf (WR) "Thank you Comrade Minister Winzer. Domestically we have continued to make major strides in advancing the life of the average citizen of our Glorious Republic. The integration of the International Authority of the Ruhr in 1959 marked the end of the natural borders of Germany being held by foreign powers. This is a glorious moment for the People of the Germany.

Our biggest incident was a British-sponsored rebellion in the city of Siegen on February 28th of 1958, where reactionary students and their British masters gathered to oppose our 'lack of democracy'. This rebellion, though large for the city, was quickly put down by the People's Army of Germany. This failure, and the capture of numerous British agents committing high treason against the German state, is one of the reasons that the British agreed to leave us alone in 1959.

Elsewhere, we now have a population of 100 million people, the adoption of the German Youth's Temperance League has grown into a national phenomena, German state enterprises have engaged in a massive infrastructural spending in the Netherlands, Austria, Luxembourg, and Nicaragua. German businesses have been noted for adapting Japanese techniques for production, especially in the automotive sector. Lastly, the successful invention of the M01 Intercontinental Ballistic Missile by the German Army has allowed us the ability to project our military far past our borders.

This quiet year has been a good thing for our government, as peace has the added benefit of allowing our government to avoid dirty issues that could threaten our future. The continuation of our lead in economic thought and practice, as well as the ever continuing modernisation of Germany's industries, are at the head of our goals for the Third Five Year Plan.

Having completed by presentation, I ask this body to pay attention to Comrade Mielke."

The rebellion of Siegen proved to us that the forces of reaction still seek the removal of the German People's Will and the return of such revisionists like Hitler or the Kaiser. As such, I have authorised the extension of powers to the Ministry of State Security, with the acceptance of the President, in order to prevent any future actions against the German people. Furthermore, I ask the rest of the government to continue to keep their various factions in check. A liberal by the name of Anton Ackermann tried to push the idea of a liberal economy following the principles of the capitalist oppressors. While he now resides in prison, his ideas have taken with the youth. As such, when possible, the continued support of the Ministry of State Security, and the broadening of it's powers, would do much to improve the defense of the revolution from those that seek to take it from us."

Chapter Five: The Fourth Five Year Plan of the People's Republic of Germany

The Fourth Five Year Plan had it's long awaited appraisal on New Years Day, 1967. While not much had changed since the actions of 1963 and '64, the pallour still held over the State Chambers. Comrade Ulbricht, puffed and content, slowly but pointedly began the proceedings, as was now established tradition.

WU "Comrades, this plan had been the most successful yet! The purge of the counter-revolutionaries strengthened the resolve of the People to oppose all those that seek to oppose their eternal revolution, the constructions in Nicaragua enhance both our prestige and international commercial might, and across the world the United States faces international disrepute. However I will not take up all the time and do our Comrade's jobs for them. Thus I pass on the attention of this body to Comrade Winzer, the Minister of Foreign Affairs."

OW "Thank you Comrade-President Ulbricht. Comrades, we face an unparalleled opportunity. As Soviet, American, and British power is divided and wanes respectively, so we can step in to fill the void. Already, our international prestige grows, as Copenhagen and Managua grows ever more infatuated with the German Revolution. Similarly, breakthroughs were made with the fascist regime of Francisco Franco, who we signed an Entente with in May of 1965. German realpolitik, of which our scholars and intellectuals defined and in turn define, has been an unmitigated success for the nation.

Internationally, it is shown that the brotherhood between Khrushchev and Mao linger, as recent diplomatic cables were leaked to us by our Soviet allies that India was forced to accept Chinese sovereignty over the province of Aksai Chin. This marks a landmark high in Sino-Soviet relations, which have yet to return to their previous lows. This should be viewed by us as a proper example of internationalism, and one that we shall try our utmost to uphold into the future.

The Americans were almost completely sedentary over the course of this Five Year Plan, rousing only to depose President Trujillo after his long sink into insanity between August and October of 1965. Replaced with a capitalist stooge, the Americans were happy to provide clandestine support to the democrats in the Congo and Greece. With their help, Greece joined NATO in February of 1965 and the Congo ended its four year long civil war with democratic victory in April of 1966.

Otherwise, tensions in the Middle East and North Africa are heating up, as Turkish nationalists create a border incident with the Kurdish state in order to spark a war. Luckily, none within either government took the bait, however those nationalists got their way when clandestine operatives within the United States leaked to the world that Turkey was engaging in a nuclear refinement program for the sole purpose of weaponisation. This was met with shock and disapproval, which led to the expansion of pro-west and socialist support from the USA and USSR respectively within the Turkish pseudo-democracy. This was met with a nationalist-back invasion of Cyprus in March of 1967. The deployment of the French military as per the terms of their treaty with the Cyprus government means that this war threatens to expand to something much much larger. I recommend we follow what is happening in Cyprus closely over the next few months to monitor what occurs.

Finally, communists seemed to have expelled the Ethiopian royal family and established a new ruling junta. This came as a surprise, as the communist coup came from higher ups within the military and without the expressed desire (and funding) from the Soviet Union. Increased relations with this new regime is expected.

As to my recommendations, I have decided that the continuation of a friendlisation of neighbouring powers is the correct decision, with the continuation of the policy of non-interference internationally.

Though no outstanding industrial expansions were noted beyond expected growth, the technological innovations of the nation were beyond compare. German economists are now among the top in the world, while the first practical German nuclear power plant is expected to come online within the next two months. All in all, it was an exceedingly strong year, with industries and agriculture marking new highs in terms of yields.

Furthermore, the establishment of a canal in Nicaragua, funded and built by the German Government, will go a long way into establishing this nation as an industrial powerhouse not seen since the Ruhr Boom.

My recommendation is this progress be continued without wavering, and that German industry never fails to expand their yields!

EM "Thank you Comrade Rumpf. The arrest of the Dertinger Clique in 1963 was incredibly successful. Former President von Eisenberg, having known the counter-revolutionary very intimately, was removed from his position and the party without issue alongside of the Former Deputy Dertinger. While a scandal broke out not a year later with the discovery that the Minister of Transportation, Anton Ackermann, was another member of this unstable and dangerous clique, a quick application of the State Security Apparatus was enough to minimise any and all damage.

To which I would like to again congratulate Comrade-President Ulbricht on his successful nomination and election following the arrest of the counter revolutionary."
