Chapter Six: The Fifth Five Year Plan of the People's Republic of Germany
1st of January, 1973:

The Fourth Five Year Plan ended with little fanfare. Indeed, besides industrialisation little happened. German international diplomacy, focused on non-interference with global events and non-discript embassies around the world to ensure that the German opinion that they were quite uninvolved in any conflicts led to the recreation of the German identity. From the ashes of World War II, the view of Germany as nothing more than a much larger Switzerland began to take root in international consciousness.

While this was excellent for the German diplomatic corps, this meant that the Five Year Plans grew increasingly unnecessary in nature. Thus, when Ulbricht called up the State Council in 1973, his plan was hail the introduction of the Ten Year Plan into German government.


WU "Comrades, the Fifth Five Year Plan was a massive success. Once again we have proven the superiority of German governmental organisation through the effective application of industry and growth to the nation. The German state, as is now, is far stronger than it ever was under either the Kaiser or the Fuhrer. We are now, by far, the greatest Germany. The revolution, in this sense, has been completely successful. Furthermore, the activities abroad have only proven the wiseness of the Party route in which to direct the state. I ask you to turn to Comrade Winzer in which to listen to the international situation."


OW "Thank you Comrade-President Ulbricht. Comrades, we see the continued collapse of the Western powers at the hands of their democracy. Furthermore, we see their destabilising influences reaching into the poorer regions of the world, with notable examples existing in the Congo, Turkey, and Cyprus.

Perhaps most importantly is the fall of Canadian democracy. A coup, enacted by the Front de libération du Québec, established a Franco-dominant state to the American's northern border. Prompted by the kidnapping of British citizen James Cross and Quebec Minister Pierre Laporte, the Canadian government's excessive force galvanised the Québecois. De facto martial law, where Canadian laws were abided by the barrel of the gun, lit the fury of the French. Rising in impromptu revolution, they first seized the province and, after crossing the Ottawa River, seized the capital. The Americans, shocked, were completely unprepared as the Canadian state was all but dissolved and a sectarian regime run out of Montréal was established. The Canadian nation is now currently embroiled in constant, low intensity endemic warfare existing throughout most of the nation. The Soviet Union and France, both seizing upon the chance, declared that this Francophone Canada would be protected militarily by the force of the Red and French Army in all forms. The government of Hubert Humphrey broke under pressure, resulting in the continued existence of a reactionary state in North America.

Furthermore, the Cretan Crisis fell to the wayside following the coup in 1970. With neither the United States, France, nor the USSR paying attention to the happenings of the Cyprus government, the Greeks stole their opportunity. Declaring a Greek national government in wake of the Turkish invasion, Cyprus saw the curtailing of all freedoms in the name of national security. Defeating a small detachment of Turkish marines near Nicosia, the Cyprus government sued successfully for peace with the Turks. This leaves yet another dictatorship in the Levant, and yet more proletariat held under pseudo-fascistic jackboots.

For those comrades confused, the Turkish government accepted peace due to the rebellion of Kurds in the North of Turkey, near the Soviet border. The Kurds, seeing their Syrian brothers free, decided to engage in a people's revolution to see their own freedom. The Turkish military, overwhelmed by a war they did not expect, brought their legions to fight off the Kurdish revolutionaries. However, in the spirit of those before them, the Kurdish would not stand down, and a decisive battle in Van shattered the Turkish army. The region was abandoned, and by 1971 the region was formally joined the Kurdish Federation (as it was now called). Now the only portion of Kurdistan that lay shackled in Turkey was the actual Kurdistan province, where intensive police efforts now exist to foil any and all attempts to have the province join with its brothers. This is yet another sign of the West, and their lackies, being crushed from within by the spirit of the People!

In the Congo, the short lived democracy was shattered as the Prime Minister, Patrice Lumumba, was deposed by his Chief of Staff Mobutu in 1969. Mobutu, declaring himself President, was forced to fight off a reactionary rebellion in the South. Moise Tshombe, Governor of the Region and former revolutionary, once again declared himself President of the Katangan state. Tshombe and Mobutu engaged in a fight of fascists for about two and a half years before Moishe broke through and forced Mobutu to allow the Katangan state to break away. As it did, Mobutu declared that the Congo would now be called Zaire.

As for the glorious socialist states, the Yugoslavian nation, under the direction of Josip Tito, has devolved it's powers into a lose federation of powerful states. This increased power to the people, forwarding the Yugoslavian Revolution, is hailed worldwide as an important step to lasting peace in the Balkans. Otherwise the Soviet bloc is a realm of peace.

As to my recommendations, I have decided that the continuation of a friendlisation of neighbouring powers is the correct decision, with the continuation of the policy of non-interference internationally.

For the sake of brevity and time, I turn the attention of this body to Comrade Rumpf and his report on the domestic nature of the German state."


WR "Thank you Comrade Minister Winzer. Domestically we have made the expected growth, with an uptick in births. A plan has been enacted in which to award mothers with four or more children with the "Mother of the Revolution" medal.

Furthermore, as the Comrade-President noted, in the wake of a weakening west and a immense strength of the Revolution, the Party has discarded it's decadent democratic coat and revealed itself again as the DKP. While Britain and the United States cry foul, they are too busy trying to keep their cartel of decrepit dictorial allies from crashing under the weight of the People's Revolution! This revelation has caused immense joy in the hearts of all Germans. However, Party propaganda has been propagated throughout the South in which to solidify the Party's control.

My recommendation is this progress be continued without wavering, and that German industry never fails to expand their yields!

EM "Thank you Comrade Rumpf. State Security has been working overtime to influence foreign nations positively towards Germany, such as Denmark, Switzerland, and Luxembourg. Furthermore, due to our highly increased powers, we have seen immense success in hunting down counter revolutionaries in our own borders and removing them from political or social activism.

I would recommend further powers to State Security to be issued, and furthermore that the Kurdish Federation be influenced so as their Revolution can be guided by a German hand."

WU "I thank you Comrade Mielke, truly we are in for another incredibly successful and joyous Five Year Plan. However, in the wake of continued disappointingly short domestic, I motion, second, carry, and enforce the adoption of a ten year plan instead of these increasingly tedious five year plans."
