A German AAR

An experiment in writing, modding, and the newly downloaded NWO mod for VII, I will explore the world as the recently established German People's Republic.

This is mostly for myself, as both a push and a reward to start to learn the game, learn modding, and to actually finish an AAR.

If I end up with readers, well then, I have no idea.

Some Goals for Myself:

Preamble: Formation
1st of January, 1946:

The National Committee for a Free Germany met in Moscow for the last time. Gathered inside a rather dour and undecorated waiting room, the Germans talked animatedly with one another as they waited for Heinrich. Speaking directly with Stalin, which itself was a great honour, all was a hum in good spirits as they waited for the word. Eventually, the mood calmed down, and as the vodka flowed, the men and women gathered around the windows to watch the snow slowly fall from the cloudy Russian sky.

Eventually, Heinrich returned to the waiting, walking in with a wide grin and a pep in his step. All those within clamoured towards him, hoping to hear the good news. To which they would be pleasantly surprised. Stalin, in a bout of generosity, had allowed a sovereign German nation to form from the Soviet zone of control.

Seemingly to thumb his nose at the Allies, who doddled in regards to the German issue. Catching them with their pants down, this Germany would be the first post-war German State and the true representative of the German People. Furthermore, this state would have a degree of autonomy within Communist sphere in return for continued technological and economic support. And lastly, elections within the German Communist Party free of Soviet oversight was allowed (though agreed that the state remain distinctly communist).

Unprecedented leniency for a post-war state, those gathered were in shocked silence. Quietly, Walther Kurt von Seydlitz-Kurzbach asked who would be the President of Germany. Chagrined, Heinrich replied that Stalin wished him, Heinrich von Einsiedel, would be the President. Uncaring, the majority of those in the room cheered. Germany would be free!

Germany would have many troubles ahead of it though. As the National Committee began packing to leave for home after so many years, Germany found itself in the middle of a growing Cold War.

The vast majority of the nation remained under Allied occupation, with plans to fully take from the German People what was lost in the War gaining widescale political acceptance. This left the German State with the poorest, smallest, and least educated portion of the nation, with nine and a half million citizens, of which only ninety five thousand have a higher education.

As well, while the German People's Army was allowed a maximum of sixty six thousand troops raised (which was quickly met by German tank regiments), some six hundred thousand standing Soviet troops remained on German soil.

Lastly, while the current balance of the Communist Party kept the population happy, constant threat of Soviet intervention placed an undo amount of stress upon the government. Furthermore, the desire for reuniting the German nation and people was one shared by all faucets of German government and society, even in 1946.

Chapter One: Establishment of a State
31st of January, 1947:

The youngest Head of State in the Communist world, Einsiedel felt the weight of Germany on his shoulders. The year of 1946 was gone and done with, but that first year was crucial to the success of the young German state. The first month had gone smoothly, as Council for Mutual Economic Assistance (COMECON) was established between Germany, the Soviet Union, Poland, Czechoslovakia, Bulgaria, Romania, and Hungary. This would be a great boon for Germany, as loans from the Soviets would be needed in times of economic hardships.

Domestically, the redesigning and readoption of a public switch telephone network was in the works as a way to reestablish countrywide communication and ease the transmission of communications across the nation. While estimated to be finished by the end of 1948, it would not be inconceivable to have the entire system up and running by late 1947. Though this would be the only good news domestically for the rest of the year.

A national campaign to promote workers across Germany would find traction in the states of Mecklenberg and Saxony, however it would find issue in German Brandenburg. Some five hundred and sixty nine thousand workers who used to work in Berlin found themselves out of work and out of luck. An issue of national importance (as this represented some 6.3% of the workforce), efforts to create a state funded canned food factory in the city of Prenzlau would be stymied by the lack of imports. Though Einsiedel made a personal appeal in COMECON, the Soviet Union regarded the entire issue as moot and denied the German appeal for further aid.

This led the young German State-President to become disillusioned by the Soviet Union, as their inefficiency and spitefulness in regards to German affairs made it apparent that they weren't wanted. Officially appointing Markus Wolf to a special state program dedicated to examining the latest census in search of the average amount of children conceived by average family, in reality this program was a front to connect with the United States government and begin a detente. Oddly enough this program would find that the average amount of children per family in Germany was four. Perhaps even more bizarre was that the People's Chamber found this number insignificant enough to pass Natalist measures to reward families with five or more children.

Halfway through 1946, the Allied powers announced that a series of programs would be enacted in Occupied Germany. Allied headed tribunals would be held to remove Nazis and their collaborators from German society, though when confronted by a sovereign German state they acquiesced to Soviet calls of leniency citing the precedent of a sovereign German state created by the Soviet Union. France would engage in the plan of the French civil servant Jean Monnet, who spearheaded the mass movement of German machinery and goods to France in the name of reparations as well as the establishment of the Saar Protectorate. Lastly, the Potsdam Agreement was amended by the reigning powers to recognise the German State (which was previous unrecognised by the United Kingdom, United States, and France.) A coup of Soviet diplomacy, it caused a flurry in the People's Chamber as German politicians didn't know whether to be angry at the abuse of German lands by France or ecstatic at the idea of being entirely independent and internationally recognised as such.
A wave of anti-war sentiment, taken up by the average German who is simply sick of seeing death, put to bed any idea of complaining to the Soviets about the creation of a puppet state by the French. The fear of Germany was very much alive in the Allied powers, and the People's Republic could not even be thought of as any sort of belligerent lest the Soviet Union or another power suddenly decide to remove sovereignty from the German state.

The new year was welcomed with the announcement of the First Five Year Plan by the People's Minister of Finance and Commerce, Hans Loch. Declaring that the next five years would be dedicated to the expansion of the German industrial base and the rebuilding of the German state from the horrors of fascist tyranny, his long and winding speech was met with a long applause in the People's Chamber. Though 1946 was a harsh year for the German state, Einseidel hoped that 1947 and beyond would bring greater and better things. Especially if an understanding between the German state and the Allied powers can be reached.

Chapter Two: The First Five Year Plan of the People's Republic of Germany
1st of January, 1953:

The State Council, the body in which comprised Comrade von Einsendel and his peers which ran the People's Republic of Germany (PRG), convened in Berlin for the final meeting of the First Five Year Plan of the People's Republic of Germany. The atmosphere, one of smiling communists, contrasted pleasantly with the brutalist architecture surrounding them. With a nod, Comrade von Einsendel allowed Comrade Pieck to address the body.

Wilhelm Pieck (WP) "Gentlemen, comrades, today we sit here in a city none of us truly thought we'd reside in for many, many more years to come. The First Five Year Plan, while it held some set backs, was an unmarvelled success. Truly the greatest issue is to continue this success, lest the populace grow uneasy with our governance.

Nevertheless, I allow to open the summary of the government's efforts regarding foreign affairs, as well as notes of interest, to be opened by Comrade Ulbricht, People's Minister of Foreign Affairs."

Walter Ulbricht (WU) "Comrades, our foreign entente to the the occupying powers have gone far more successful than ever before though possible. While we all know what has happened, I will maintain decorum and give the report as mandated. In 1947, the world saw the concession of a democratic Austrian state by the Soviet Union in deference to the creation of a sovereign German state. As well, one saw the collapse of Chiang Kai-shek's nationalist regime in mainland China and it's retreat to the isle of Taiwan. Although Chairman Mao maintains that he will destroy the rogue province, the rest of the time spent since his victory was dedicated to eliminating opposition in the far West and South of the nation as well as the institutionalisation of the communist state.

In 1948, the year began with the formation of the North Atlantic Treaty Organisation by the United States, Britain, France, Portugal, Canada, and Iceland. Between this and the formation of the Turko-American supported Kurdish state under the reign of President Mustafa Barzani in the Al-Jazira Province, German delegates engaging in discussions with British and American diplomats went unnoticed by the Soviets.

1949 holds no real actions of interest except the noted failure of the Americans to launch a Jewish invasion of the Palestinian state, which was quickly defeated by allied Egyptian, Palestinian, and Jordanian forces. 1950 was a year of incredible change, as the French Republic defeated the Viet Cong in northern Vietnam, reannexed the puppet Cambodian state, and reestablished the colonial Indochinese government based in Saigon. This is a marketed success for colonisalism over the forces of decolonialisation across the world. This would be in turn supported by the lack of real outcry following reports of Dutch excesses in Java concerning the repression of the nationalism by the native populace.

Now, gentlemen, is the report you wish to hear. In 1951, following years of negotiations with the British and American governments, the American and British occupation zones were abandoned in favour of returning control to the German State. In return, the People's Republic of Germany would remove political opposition to political opposition, and join the UN as a part of the Allied sphere of influence.

This coup d'etat could only have been possible by the friendliness of the Austrian government, without which agreements could never have been reached. While the Soviets were suspicious of the alliance between the PRG and the Republic of Austria, they did not kick up enough fuss in order to really impede negotiations.

However, this has resulted in the removal of the majority of Soviet support from the PRG. Technologies, materials, teachers, and aid were removed with haste by the Soviets. Although President Comrade von Einsendel has become close to Stalin, he has taken the entire occurrence quite personally. It is unknown if actions will be taken against the PRG by the Soviets, however President Comrade von Einsendel maintains that none such issues are to occur.

For the future, our main aim is to engage the French much like we have engaged the British and Americans. However, due to French hostility and the recent power they have displayed across the world such entente between our governments would take major concessions on our part to enjoy any sort of success. In the Second Five Year Plan, this issue will be among the forefront of those addressed.

I return the attention to Comrade Pieck, who will dictate to this body the next within this body to deliver their report."

WP "Thank you Comrade Ulbricht. I know we are all excited to enjoy ourselves on our success, however we do need the report of Comrade Loch on the domestic front of the PRG. I would thank Comrade Grotewohl to refrain from drinking during this session, and keep the enjoyment until the execution of our duties. I now turn the attention to the previously stated Comrade Loch to give his report."

Hans Loch (HL) "Thank you Comrade Secretary. Domestically we have made major strides in advancing the life of the average citizen of our Glorious Republic. In 1947 we finished the connection of the nation via telephone network. Now, while not extensively known within the government, the goal of this Five Year Plan was reconstruction and education. To that end we have in the last five years, enforced compulsory secondary education as well as doubled the amount of technical schools and universities. This has allowed for the formation of a system where students can engage freely into any and all of the three sections of education during their time.

Following this, the reconstruction of the autobahn and the adoption of highspeed rail networks in the East were achieved by 1950, with the refitting of both to meet the inclusion of the former American and British occupation zones competed as of today at 2:31 pm. Furthermore, advances in the computer sciences have been noted in higher learning universities in Saxony and Pomerania, however are of no interest to the government as of yet.

Perhaps most importantly to the party are the changes in the demographics. The former East German portion of this state exceeded some 10 million individuals as of December of 1947, and with the renationalisation of the occupation zones jumped 3x to a total approximated size of 33 million individuals. A classically liberal rogue party was founded in 1948 by Comrade Christian Lindner, however no efforts at removing this party to reeducation camps have been done on the basis of our agreement with the Americans and our wish to not trigger a political war with the West. The best news is that the Social Democracy Party was absorbed into the Communist Party in November of 1952, uniting the Left and establishing an understanding between the various factions at play.

Perhaps most interestingly is that, regardless of the amount of propaganda instilled in the populace, the rise of populist politicians within and without the party have been noted across the nation. In a report I shall file tomorrow, addressing this issue as well as the future of our Party and Communism will be the primary goals of the Second Five Year Plan.

WP "Thank you Comrade Loch. With that, we have finished this session of the State Council. I dismiss us until January 2nd, 1958, where another full meeting shall be done on the completion of the Second Five Year Plan of the People's Republic of Germany."
