This is probably well-known, but I'll share it just in case.
Revoke the Privilegia is a great reform to pass (assuming you can get unanimous support), because it turns all the HRE states into your vassals in one fell swoop. Unfortunately, it also carries a permanent penalty of -3 to Diplomatic Reputation, which can be a bit annoying for annexing vassals and the like.
One obvious course of action after this is to pass Renovatio Imperii and annex the lot. Unfortunately, this removes all your special HRE modifiers and powers, which are more good than bad overall. Let's assume you never want to do this. Then what you do is 'lose' a war, revoking the reform 'Revoke the Privilegia' (so I suppose you are reinstating the Privilegia or something). Contrary to what you might expect, this doesn't free any of your HRE vassals, even the ones you acquired through revoking the Privilegia. But it does remove the 'Privilegia revoked' modifier, so you get your Dip Rep back. You don't have to worry about relations slots either, because it's Erbkaisertum, *not* RtP, that excludes 'HRE vassal of the Emperor' from the list of relations that use up a slot.
