Hello everyone. Over the last few months @Sanguine Caesar , @BuchiTaton and myself have been working on suggestions for a major update of the Americas.
This includes map updates, new tags, cultures and culture groups, and some suggestions for new mechanics. You can find some of our suggestions in this mod (though I must add that the mod is very much a work in progress and many things are likely to change as we move forward). Our goal is to update the entirety of North and South America for some future patch/DLC.

I will start off with my own work, which has focused on the United States east of the Mississippi River. Today I will be discussing my changes to the southeastern United States. I should first explain that because of the amount of new stuff we've added, I won't be going into a whole lot of detail. If there is something any of you would like me to expand on, please let me know in the comments. Because there are no records for the first hundred years of the game timeline and only spotty records for the hundred years after that, a lot of this is based on my best guess rather than historical fact.

Starting in Florida, we have the Calusa and their vassals the Tocobago on the west coast. To their east we have the Ais, who also represent a number of other small semi migratory tribes of southern Florida. In northeastern Florida and coastal Georgia we have the Timucua kingdoms of Unita, Potano and Mocama, and the Muskogean Guale chiefdom. In the Florida panhandle we have other Muskogean peoples, the Apalachee and Chataco. With the exception of the Ais, all of these are large and well organized chiefdoms, with the Apalachee and Calusa being the most powerful.

I have made a new Floridian culture group for the Calusa, Timucua and Ais. The Apalachee have a new culture in the Muskogean group and the Guale belong to the Yamasee culture which they share with the Yamasee tribe of South Carolina.

Moving north we have the powerful Muskogean chiefdoms. There are the Mikasuki or Lower Creek tribes of Georgia and Alabama: the Apalachicola, the Hitchiti and their vassals Coweta and Cuseta. In northen Georgia and easter Tennessee are the Muskogee or Upper Creek tribes. The most powerful of these is the chiefdom of Coosa with their vassals Abihka, Tukabatchee and Chiaha.
To the east, across the Wilderness of Ocute, are the Yamassee (who I've decided to connect to the chiefdom of Cofitachequi) with with their Catawban and Cherokee vassals, the Catawba, Wateree, and Joara. To the north in the Mountains of eastern Tennesse are the warlike and nomadic Yuchi people. The Creek tag is missing because the Muskogee Confederacy is still a couple centuries off, but any of the mother towns may form it if they meet the right conditions.
Moving west we have the familiar Choctaw and Chickasaw along with the Mobile (vassal of Choctaw) the Alabama, Koasati and Kaskinampo of northern Mississippi and western Tennessee. On the lower Mississippi River we have the Houma surrounded by many other Mississippian peoples that I'll get to in a minute.

As already mentioned, I have created an Apalachee and Yamasee culture in the Muskogean culture group. There is a new Mikasukee culture for the Lower Creeks and changed the name of the Creek culture to Muskogee. The Yuchi spoke a unique language and lived very differently from the Muskogeans, but I put Yuchi in the Muskogean culture group owing to the fact that they eventually integrated into the Muskogee Confederacy. The Alabama and the closely related Koasati and Kaskinampo all use the new Alabama culture. The Houma us the Houma culture. Houma also represents several other small Muskogean tribes that lived along the lower Mississippi.

A little further west are the Natchez, Tunica and Chitimacha chiefdoms. These were powerful chiefdoms remembered for their complex and sometimes bloody religious rituals. Starting from the south, we have the Chitimacha of Louisiana. To their east is the small Biloxi tribe. To their north the Houma (already mentioned) then the Natchez and their relatives the Taensa.
Further up the Mississippi are the Tunica tribes; the Yazoo, Tunica, Koara and Pacaha.
Please note the correction to the Lower Mississippi River as well. Currently in the game, the river flows east from New Orleans along the path of a modern day canal rather than southeast towards it's actual mouth.

For these tribes I created the new Mississippian culture group. Like the Floridian group it is sort of a catch all since these tribes all spoke very different languages and had unique cultures. The names still need some work.

Now coming back east we'll look at the Carolinas and Virginia. This area has long been inhabited by Catawban and Cherokee tribes who differ significantly from many of the other tribes I've mentioned up to this point in that they live in smaller communities and rely more heavily on hunting than agriculture. However in recent years other tribes have been moving into their territory from the north and south.
In the area of modern day Charleston we have the Cusabo, a unique people who befriended the early English settlers. Further inland are the Catawban Cheraw, Catawba, Waccamaw and Wateree living uncomfortably with the Yamasee. Along the eastern edge of the Appalachians I have replaced the Cherokee tag with Keowee, Kituwa and Telico, who roughly correspond with the Lower, Middle and Overhill Cherokee of later years. You can also see that I've added a few wastelands along the rougher stretches of the Appalachian Mountains. In North Carolina and Virginia are the Monacan and Manahoac tribes, Tutelo, Saponi, Ocanechee and Manahoac, all relatives of the Catawba to the south. Next to them are the Tuscarora and Meherrin, new arrivals related to the Iroquois further north. Along the coast are the Algonquian Chowanoc and Secotan, relatives of the Powhatan.

I created a new Eastern Siouan culture group for the Catawban tribes. The Catawba, Cheraw, Wateree and Waccamaw belong to the Catawba culture. The Saponi, Tutelo and Ocanechee belong to the Monacan culture and the Manahoac to the Manahoac culture. The Cusabo were not a Siouan people, but I have included Cusabo culture in this group as well because they were similar to the Catawba in many ways. The Biloxi on the gulf coast also belong to this culture group. The Tuscarora and Meherrin belong to the new Tuscarora culture in the Iroquoian group. The Chowanoc and Secotan belong to the Powhatan culture, which I renamed Tidewater to reflect the wider number of peoples it now represents.

    Now to take a look at the Northeastern US and Canada. @Sanguine Caesar did most of the map updates for this area.
    Starting in the Mid-Atlantic the Powhatan are unchanged. To the north is their vassal the Potomac, and north of them the Piscataway. The Leni Lenape (or Delaware) were never a unified tribe until outsiders forced them to be, so I have broken them up into the Siconese, Unami and Munsee. The Mahican and Pequot are unchanged, then in eastern Massachusetts we have the Massachusett and Wampanoag tribes.

    The Susquehanock are unchanged. In western Pennsylvania and Ohio I have added the Monongahela and Erie who are allied to each other and the Susquehannock.
    One of the biggest changes in this area is that the Iroquois have been broken up into the five constituent tribes. One of the five may be able to form the Iroquois later on. The Huron are also broken up into Wenroe, Tiontonati and Wyandot (Huron would also be formable). I also added a Neutral tag on the Niagara penninsula (still trying to decide what name to give them).

    Up the Saint Lawrence River Valley we have the Stadacona, Hochelaga and Jefferson Country Iroquois (I decided to name the last one Adirondak). These tribes are known mostly from archeology and some accounts from Jaques Cartier's voyages. They had disapeared by the time Samuel des Champlain began exploring the area. The Adirondak are vassals of Hochelaga and the Stadacona are their allies.

    I removed the Abenaki tag and replaced it with Pennacook, Norridgewok, Penobscott, Sokoki and Maliseet tags, any of which could form the Abenaki Confederacy.

    The Erie and Monongahela belong to the Susquehannock culture. The Neutral belong to the new Neutral culture in the Iroquoian group. The St. Lawrence Iroquoians have the new Laurentian culture.

    The Potomac tribe has Powhatan/Tidewater culture. The Piscatoway have a new Nanticoke culture. The Wampanoag and Masssachusett belong to the Wampanoag culture. The Abenaki and Mikmaq cultures have been moved out of the Eastern Algonquian group into a new Abenaki Culture Group.

    The Abenaki Culture Group has the Abenaki and Mikmaq cultures along with new Sokoki and Maliseet cultures and the Beothuk culture in Newfoundland. We decided against a Beothuk tag, but the culture is there none the less. The Pennacook, Norridgewok and Penobscott belong to the Abenaki culture, Sokoki to the Sokoki culture and Maliseet to the Maliseet culture. If it you don't like using the same name for a culture and culture group, you can change the name to the Taranteen Culture Group. Taranteen is a name early English settlers used for the Indians of northern New England.

    If we refer back to out county map above, there are new Algonquin and Mississauga tags north of the Hurons. I moved the Ojibwe, Ottawa and Potowatomi to be closer to where the French first encountered them. All of these countries belong to the new Anishinabe Culture Group. The Ojibwe, Ottawa and Potowatomi keep Anishinabe culture and the Algonquin and Mississauga have Algonquin Culutre.

    To the south and west of the Ojibwe are the Mesquaki tribes of the Fox, Kickapoo and Menominee. I divided the Illinois into Kaskaskia, Peoria and Tamaroa tags. The Peoria and Tamaroa are located north and east of where the French would encounter them in the 17th century because in 1444 this land was part of the "empty quarter" that was abandoned after the collapse of the Cahokian Civilization.
    I created a separate Wea tag next to the Miami and given them both the new Miami culture.
    The Ohio Valley is particularly difficult to design since we don't have a written accounts of the area from before the Beaver Wars. I divided the Shanwee into Thawekila, Chalagawtha, Kispokotha and Pekowitha tags which are located near late Hopewell archeological sites and positioned so that they can easily migrate as they historically did. In the middle of the Shawnee are the Ofo, a Siouan people related to the Biloxi further south.
    The Osage have been moved to Indiana and are joined by the Omaha and Quapaw. They're arranged so that they can move down the Ohio in the same order they moved up the Missouri.
    Finally, in Wisconsin we have the Chiwere tribes of the Winnebago, Otoe and Iowa.

    I was working on some ideas for improving native federation mechanics, but for better or worse it looks like @Groogy already has an update complete. So I'll just leave this here and next week we can see how close my idea is to the new federation mechanics in 1.31.

    My idea is that Native Federations would function similarly to the HRE. There would be electors within the league who choose a tribe to lead them for the life of that tribe's chief. The federation leader would gain authority from things like winning wars, expanding the federation, and getting reelected. And they can spend that authority of reforms to improve their position. One important difference from the HRE is that provinces do not belong to a federation, only nations. The federation leader can invite new members to the federation if the nation borders a federation member and better than 100 relation with the leader.

    I propose that there be a default federation and several special federations with unique reforms representing historic tribal confederacies. The default federation has six reforms while the special federations would have a seventh reform allowing them to form a new nation. To give everyone an idea of what I'm talking about, here are my suggestions for the default federation and the Iroquois federation:

    This can be formed among any group of native council nations that border each other. Every new member automatically becomes an elector.

    Reforms:
    - Call the Chiefs' Council
    - Description: It is time to call the great men from each tribe together to discuss the issues that effect our federation
    - Leader Bonus: Prestige

    So here is my proposal for new nations and cultures for the Pacific Northwest, and new provinces for the US and Canada west of the Rocky Mountains.

    First off, I broke up the wastelands into smaller pieces and added provinces between them. I also added some new wasteland provinces for the coastal mountain ranges. These shots of the colonial regions map show the new wastelands pretty well:

    So far, I've only added new nations and cultures to the Pacific Northwest. This area, particularly coastal Washington and British Columbia was densely populated with many different tribes, languages and cultures. Unfortunately, we can't realistically expect Paradox to include all of them so I had to make some compromises. I left a lot of tribes out, and merged a lot of smaller cultures into larger ones. If anyone thinks I've neglected an important group in favor of a less important one, please let me know. Also I want to mention that the written history of the Pacific Northwest doesn't really start until the late 18th century. So my map is mostly based on where tribes lived at the very end of the EUIV timeframe.

    I split up the Penutian culture group into Chinookan, Interior Salish, Coast Salish and Penutian (which only has the Yokuts culture in it for the time being). I also added a Wakashan culture group for coast British Columbia and Alaska. These names all come from language families, but the culture groups do not strictly follow language.
    The Interior Salishan lived in in area between the coast ranges and the Rockies. The name comes from the Salish people (also known as the Flathead) who lived in western Montana and Northern Idaho. I've moved the Salish culture to this group and moved the Salish tag to Idaho. To their northwest is another Salish tribe, the Okanagan. In the Mountains to the east we have the Kutenai culture and tag. The Kutenai language is an isolate, but culturally they were very similar to the Salish. In the interior of British Columbia we have the Shuswap culture. I didn't add any Shuswap tags and I'm not sure any of these people were organized enough for a tag to make sense.

    Along the Columbia River we have the Chinookan tribes. There are two Chinookan cultures, Chinook to the west and Kiksht to the east. Surounding the Kiksht on the Northwest Plateau are the Sahaptians (Sahaptian is a separate language family). The Chinookan tribes seem to have lived a relatively peaceful existence. When wars did occur they were more like large scale duels with both sides meeting at an appointed place and time and fighting only after negotiations between their leaders failed. So I recommend that all of the Chinook and Kiksht tribes start as historical friends, or allies. The Chinook tag is in more of less the same spot on the north side of the lower Columbia. South of the river are the Clatsop and in the lower Willamette valley the Kalapuya. East of the Columbia Gorge are the two Kiksht tags, Wasco to the north of the Columbia and Wishram to the south. To the north of the Wasco are the Sahaptian Yakima, and on the Snake River the Nez Perce.

    The Coast Salish, as the name implies, live along the coast from Oregon to British Columbia. Starting in the south we have the Chehalis culture with three nations. The Tillamook live on the Oregon coast south of the Columbia. The Chehalis and Cowlitz live along the rivers that bear their names. In real life, the Tillamook are somewhat unique from the other Salishan peoples and had many things in common with the Chinook. They should start as historic friends of the Clatsop. To the north we have the Lushootseed around Puget sound and the Halkomelem along both sides of the Strait of Georgia. These were warlike people who were constantly raiding neighboring communities. Their most bitter feuds were with the nearby Wakashan tribes, who should be historic enemies. For the Lushootseed tribes, we have the Suquamish on the east side of Puget Sound, the Duwamish on the west and south, and the Klallam on the Olympic Peninsula. The Halkomelem tribes are the Cowichan on Vancouver Island, the Musqueam around modern day Vancouver, and the Sechelt and Comox further north. Farther to the north on the Bella Coola River and isolated from the other Salishan tribes are the Bella Coola who have their own culture.

    The Wakashan are also a very warlike people, often at war with each other but more often at war with the Coast Salish tribes. Furthest to the south are the Nootka people, the Makah on the Olympic Peninsula and the Nootka on the seaward side of Vancouver Island. To the northeast of these are the Kwakiutl tribes with the Lekwiltok on the northeast coast of Vancouver Island, the Kwakiutl across from them on the mainland and the Heiltsuk to the north. Further north are three cultures and associated tags which don't use Wakashan languages, but culture and geography make them a good fit for this group. On the upper Skeena River are the Tsimshian, who have only recently moved out of the interior and not yet settled on the coast. I moved the Haida into the Wakashan Group. They are otherwise unchanged. On the Alaskan coast we have the Athabascan Tlingit.
