I'm posting this question/comment here because I'm not sure if it's a bug or WAD.

Prior to the Austria patch, the American Republic and the Federal Republic (formerly exclusive to the USA, but now also available to Vermont - which is great!) both had a -30 Max Absolutism penalty as a part of their government. With the new update, the penalty for the American Republic was changed to -20 while the Federal Republic's penalty stayed at -30. Unless I'm misunderstanding what Absolutism represents, this change seems a bit backwards. The government descriptions for each suggest that the American Republic represents the United States government under the Articles of Confederation (a decentralized system in which the federal government was unable to levy taxes on the states without their consent) while the Federal Republic represents the 1789 Constitution (a significant step towards centralization and enacted largely in response to the failures of the Articles of Confederation). The Federal Republic reform should be the one with a lower Max Absolutism penalty than the American Republic.
