In Japanese history would such a demand even be possible such as someone making the demand on his behalf ? ...or is this a just a odd bug in the game?

You could assume that the regent ruling instead of the child is sending you the demand in the name of his lord.

If I select "Challenge dismissed", I hope he will have abandoned a new Kokujin title for 5 years.

Regency should be very limited in options. And this does come up too often. These new features are very nice, but they need to be tweeked.
