I already commented in the beta about the balance of unity cost v benefit of edicts and ambitions but I thought would float another suggestion:
Why not have ambitions have a malus attached to the benefit, rather than an upkeep cost (or you could have a reduced upkeep cost). for example, architectural renaissance could have a malus to alloy and mineral output, or even engineering research output, to reflect the extra resources needed to build faster; research speed could increase research cost in energy/consumer goods; extra influence could tie up some of your envoys, etc , etc.
