I strongly desire a comeback of active diplomacy. My suggestion is that this would take Leaders in the form of ambassadors. These ambassadors can be send to other empires and will generate events, depending on your ethos, their ethos and the leaders' traits. If your choose the wrong ambassador, you may even worsen your relationship with the other empire. Those ambassadors should also be multi-purpose, meaning they should be able to govern planets/sectors - just like scientists can be used to explore or research.

Those embassies could also be nice hooks for espionage, a bit like in EUIV. They could efficiently create spy networks and generally boost covert op success chances, depending on their traits. The other empire, however, might decide to expel, imprison or even execute them.
