If the option to buy a digital edition of one of Paradox's games at Amazon is "currently unavailable" - does that mean they're temporarily out of Steam keys? (This is, I notice, currently the case with Stellaris.)

It's frustrating. I usually buy games with Amazon gift card money I've collected. Synthetic Dawn is sold out, and Utopia has yet to even appear on Amazon. I'm going to have to break down and buy both on Steam. It's not really a big deal unless you're cheap like me.
