I'm personally all for being able to restore broken sections(for a very, very steep price, of course), but IMO making them constructable would be a big mistake for three reasons:
1) The time it would probably take to build one(even taking into account advanced tech and living metal) would likely be far beyond the current timeframe of the game. Ringworlds being buildable in around a century would be a bit ridiculous, IMO. However, we don't fully know the lore behind them, so we don't know how they were actually constructed, or how long it took. Maybe they are buildable in less than a century with sufficient tech. However, IIRC the Sanctuary system AI actually tells you how many "cycles"(alien years, I assume) it took to build that ring world, and even if you assume that the alien year was much shorter than an Earth year, Sanctuary still took something akin to a few thousand years to build.
2) Making them constructable would make them kind of... far less special and mysterious than they currently are. In the current version, even in their ruinous state they are incredibly valuable and awe-inspiring. Making it possible to build them would just diminish their 'thematic' value in general.
3) Even in a huge galaxy, in the VERY BEST case scenario, you'll have 5 of them at most, while 3 of them were built by the same empire(the 3 ringworlds that the Keepers of Knowledge occupy). So, in the millions of years of galactic history, there were a grand total of 3 civilizations capable of building a ringworld. Making it possible for some upstart that has been around for just the last 300 years to build a fully functional one would just seem... wrong?
