Am I missing something with pirate merchant republics?

Pirate republics get a tier 5 government reform called "Black market consortium"
The description is that it enables Merchant Republic Mechanics, and the ability to place Trade Posts
I can't do any of that, is there something else I need to activate?

Do you have the DLC that add Merchant Republic mechanics (Res Publica for trade posts, Mare Nostrum for trade leagues)?
Got all the DLC. If I tag switch to Venice or Lubeck it works fine. The problem seems to be hoisting the black flag and then picking the reform for merchant republic mechanics.
I've got a multiplayer coming up where I was kind of banking on becoming trade pirates in order to secure a cursed alliance, but I guess I was banking too hard on the game being functional - which is surprising, because pirates are DLC content and pdx usually makes the cash cows the most polished areas

Additionally, switching to plutocracy after forming a republic works fine so it's definitely a problem with the pirate version

can_use_trade_post = yes
Whereas all other merchant republics, whether generic variant, or special versions for Venice and Novgorod also get:
can_form_trade_league = yes
is_merchant_republic = yes
So it seems that consortium reform only gives trade posts, and none of the other merchant features.

I just tried it and I was able to build trading posts as a pirate republic. Did you try it in a province which is not in your main trade node?
"Enables merchant republic mechanics" just means that you increase the goods produced of countries in trade nodes in which you are active and that you get less governing cost in trade company provinces(but more in states). Maybe there are other effect which this enables, but it doesn't enable trade leagues or trading cities, because these would have their own line in the tooltip.

Whereas the tooltip description is

Which would lead one to believe it gets the other perks of a merchant republic as well as trade posts
But, assuming it's only allowed to place trade posts and not everything else that's strongly implied (stated, even), that doesn't work either. I'm looking at it right now and the government reform doesn't allow me to place trade posts in owned provinces outside my home node. This is just fundamentally broken.

There's no tooltip for trade posts because they don't even appear in the province UI

I have the button in the gui no matter which country I play. It is just greyed out and the tooltip says "Only a merchant republic can create a trading post.". But for a pirate republic with black market consortium it works:

Are you maybe using a gui mod which hides the button? In the unmodded game it is near the bottom of the province window, left of the trade good image.
Or are you confusing trading posts(give +10 trade power) with trading cities(independent countries which becomes part of a trade league)?

You're actually right, I confused it with trading city for the location on the province UI. Am big stupid. After doing a fresh restart just to make sure, Alexandria is benefitting with goods produced and I can create the trade post. I'm still salty I can't make a league, but this works absolutely fine for what I want.
