Am I missing something? Is morale recovery speed really that good?

Every bonus I've seen to morale recovery speed is TINY. And I mean TINY. Why on earth would I spend 1 MIL/month for +5% landmorale recovery speed? Is it really that good, or is someone at Pdox REALLY confused and massively overvaluing it?

It's tiny, but so is +10% tax efficiency and a lot of other bonuses. With high army tradition, it's noticeably useful. It can make the difference of a month in recovery time after a major battle, but the thing is that reinforcements are often the more limiting factor and the smartest way to reinforcement is to bring in fresh regiments that have full morale anyway.

I've always been under the impression that the +5% was additive and not multiplicative; since (I think, not too sure on this) morale recovers at something like ~25% per month you'd be getting a 20% bonus to it.

Actually it's a bit more of a significant increase compared to tax efficiency. 15% baseline morale (20% in home territory) recovery plus 5% extra is a larger proportionate increase than 100% base tax efficiency + 10%.

Although whether or not faster morale recovery going to make a difference is another story... At 0 morale (which would only happen when you are borderline getting stack wiped/getting routed/changing units), it would take 7 months to fully recovery morale at 15% morale recovery, whereas it would take 5 months at a 20% morale recovery rate.

Either way, just like aitaituo said, it wouldn't be particularly useful since you would usually want to bring in fresh reinforcements anyway... although it can make the difference between a stack wipe or not in specific circumstances. I'd take a morale increase, +discipline, +offensive, faster sieges, +fort defense over it any day.

Morale recovery can be a good bonus if you also have morale bonuses as you might recover morale much faster than enemy and then attack into troops with less morale and win easilly, you don`t have to fully recover morale, you know.

But honestly, most of what policies do offer doesn`t cost 1MP/month.

But I mean, most of them are things I might take under unique and special circumstances. Sure, there are plenty of bad ones, but most of them aren't THIS bad.

Honestly I'm a little surprised that army reinforcement rate and morale recovery rate aren't united under the title of 'recovery rate'.

I've honestly never even noticed its impact whilst playing; it seems to be one of those things that I regularly simply acknowledge the existence of only to then ignore it entirely.

It's pretty handy late game in single player if you have -attrition abilities, since you can just walk a couple 50k stacks province to province and assault nations to death inside a year or two, even if they're large.

Awesome in MP though for the lategame major battles where you rotate stacks

Good to know that even policies are balanced for MP when EU4 is a SP game.

EU4 is a game with both SP and MP component. And it is not a SP game. :p
