Am I lucky or what?

I am playing a GC as Spain for the first time and Dutch were never able to win their independence! I followed the advice of many on this forum and never wasted the resources keeping them in line. I didn't fight one battle with the rebels, and the quickly took over all my dutch provices. But, the Netherlands never formed.

I was able to make it all the way to the Edit of Tolerance and the end of dutch nationalism.

Is this common? Especially since I never tried to fight them. In every other GC, the Netherlands always formed.

A bit of bug really ... Is fixed in EU2 ...

Each time they gain or lose a province there is an independance check, if it fails it wont get independant, and if no more battles are fought, then they might not get independant.

Now that I understand what is going on, it seems more of a bug than luck.

Another reason for them not gaining their independence is if core provinces necessary to form The Netherlands are owned by more than one country. Even if all these provinces are controlled by rebels it won't be enough to gain independence.

That happened to me once, I fought off the rebels for 10-15 years but then gave up because it was draining my tresurey, I figured i'd annex them as soon as they form, but they never did. I tried one last time to take them again 15 years later and they didnt revolt back. Nifty little bug
