Title basically says it, but I can't grant titles because everyone is pissed I have way too many titles. Nor can I declare war etc. without giving f*** all about my tyranny. Was this the intended mechanic?

P.S. I couldn't find the answer anywhere other than people just complaining. Seems like not many people play nomads.

Well, I found a mod on steam workshop called "Fixed Nomad Councils" that changes the policy for granting titles to ruler instead of the council. That way you can still use the conclave mechanics as a nomad without being a massive tyrant (the whole realm doesn't seem to want to kill me anymore.... at least most of the time). But I guess this solution doesn't help anyone going for achievements.

Any new lands I take I rack up the "clans want land" malice and can't grant lands to because the council is pissed...

While typing this I just realized I kept a decent amount of my vassal Khans (I was trying a Khaganate) below me on the council and they're the ones that want the land. So if they're not on the council is the issue avoidable? Do lowly courtiers also get the malice?

I'm not familiar with nomad mechanics as this was my first playthrough.

Sounds to me your issue is that you didn't create new clans.
I haven't played nomads with Conclave yet, but they land sharing works differently as them either way.

I happened to be over demesne limit more than I should recently and I'm pretty sure I had extra acceptance from councilors to override the hudge malus from opinion, ie. everyone hated me but acknowledged it was because I had a too big demesne, therefore they accepted only that I give out lands. Maybe there are extra penalties depending on who you are trying to give it to though. I don't know how it interacts with nomads though, didn't play that in a while.

I don't think this is specifically a Nomad thing. If any council has power to block what you want to do even if it is in their best interests and they don't like you, they will normally block it.

I have often been unable to dole out excess titles as feudal because the council won't play nice. Often the kicker is that the *councilors* all want a title and will vote against you giving it to anyone but themselves (including other councilors). Even if giving the title out would make them happy with you and allow other titles to be disbursed.

The solution is to manage the council any way you can to break the logjam. Often there is one councilor running the show and calling in favours on the rest - if you can pay THEM off, it will usually solve the problem. Mouse over each of them in the voting view to see why they won't agree; sometimes it matters who you are trying to give the title to, and you can find a compromise vassal.

I get the council mechanics and actually enjoy them. If you start late you should have your power nerfed because that tends to be pretty realistic and It's eventful trying usher people into your iron fist. It's just that I couldn't even get started.

I played like 10 hours with that mod and s*** the nomads are powerful. Especially if you use concubines as baby mills to keep the clans from splitting on death and properly manage clan sentiment. I even rolf stomped china when I took protectorate lands after I absorbed most of my former tributaries and it felt real poetic since I was the Uyghurs. I mean they might've been suffering from a great famine but thats a tiny detail.

Thanks for all the advice I should try it again with normal council rules and see how I fair.

Always keep the council as your puppets. And you never have a problem with them.

Otherwise, even the happiest council will often disagree with you, especially when you need to declare new wars while other wars are still being fought.

I even intentionally don't abolish council power when I could, so that I can pass a new law every 5 years instead of 10.

Get 3 new council members, as courtiers instead of your vassal clan khans. Bribe them to support on council. You now own the council's majority vote for next 3 years. They will be forced to agree to any action you do.

I keep my best stat chancellor, martial, sward, and spy master. And they can all disagree with me.

On the other hand, I replace two advisers and chaplain every 3 years. That gives me 4 votes including mine, and I break the tie.

Vassal khans want to be on the council of course. And I let them on if I can. But if they are not happy because they couldn't get on, well, clan sentiment can be compensated with my high prestige. And some bribe can keep the khans always happy as babies.
