This idea is inspired by Niall Fergusson's work 'Civilization: The West and the Rest.' Here's a TED talk on the general premise:

I don't mean to start a discussion of the merits or flaws of his general thesis, but I do think the framework of his idea would be really useful for the game. (If it helps, think bsck to the Vicky2 system)
In place of the standard tech group modifiers, there would be 6 traditional/modernized attributes that everyone would have (for ease, the tech groups could be used simply to manage where esch country fits on traditional/modernized). Those countries that are in the 'Western' group at present are those for which all those attributes are 'Modernized,' while the other current tech groups have one or more attributes set to 'Traditional.' Each 'Traditional' attribute will carry with it some penalty.
These attributes don't have to line up to Fergusson's own set, if only because his list sounds largely like it would all be Admin relsted (which, in all fairness, does make sense, but isn't as compellingn for gameplay). So, two each for admin, diplo, and mil. Whatever they're called, each would have a distinct penalty for being 'traditional.'
So, for example, say there is a 'legalism' attribute taking up one of the admin slots. That will, in addition to a modest tech penalty, also give you a corruption penalty. A 'commercialism' attribute would provide, in addition to the standard tech penalty, trade penalties. (Both of these are just demonstrations of the concept)
The tech groups would still exist, simply as a way to designate what attributes countries start with, and their base unit type.
