It was noted in another thread that due to the difficulties in developing mountainous provinces some regions that historically were highly developed or leading to some backwater provinces being the ideal development targets. Some examples are the Andean mountains (better to develop the unoccupied coastline) and Norway in general (better to colonize the north sea islands).
Some alternative mountain terrain types that reflect the idea of fertile farmland carved into the mountainside (like terrace farms) or that include fertile valleys or waterways (like the fjords) might be a good answer here. Unfortunately balancing these terrains will be tricky, since you want them to be better for development than coastline (+10% costs) but you probably don't want them to be as defensible as regular mountains at the same time. One option might be to have a higher development cost (say +20%) but also come with a free building slot.
