Alterations in Scenario Text?

So, I'm a little confused as to how to modify this file to fit what I'm working on. I want to alter the descriptions for various 1936 countries, but I'm not seeing any 1936 description entries.

Instead, I just see 1939 entries. Should I replace the 1939 entries instead? Also, how would I add descriptions for nations that might not normally have descriptions?

Most seem to be found in config/scenario_text.csv.

The 1936 ones are actually all the way done there in the file, which it says something like general description. Actually you can add the 1936 description in the same format that all the other scenarios do, but the 1938 one seems not to work with this method. Probably need to edit some other file but I don't know what and where that is.

The descriptions can be in ANY of the ???text.csv files...WHICH is very confusing when you are trying to mod things.
