Strictly speaking, the name is a in fact a bit confusing. Because Germany never annexed nor claimed the whole of Lorraine/Lothringen. I currently live in Nancy, which is the capital city of modern days Lorraine, and I can tell Nancy never was a part of the german Reich, it remained french even after 1871 (see this : https://upload.wikimedia.org/wikipedia/commons/f/fe/Elsass-Lothringen_1648-1789.jpg?uselang=fr ). A more exact name for the annexed territory, specificaly for the 1940 period, would be Alsace-Moselle, Moselle being the northern part of Lorraine, where until now a significant part of the elders still speaks its own kind of german. And they all have this funny accent. As for France being ruined, surely it's not anywhere close to heaven, but still, it's not anywhere close to hell either, there's a whole lot of shittier places in the world, I suppose. Even in America.Elsaß-Lothringen is a valid name too.... And I'm not sure that every people living now in the said Alsace / lorraine if they had the choice would not want to be part of Germany instead of the ruined France.
Can we give it back to Germany? It's full of racist people. Same reason we should give Nice back to Italy. Also, Alsace-Lorraine is the only part of France without separation of church and state.

As for the claim debate I'm not an expert on the subject but I think that while it made sense in the 19th century because lots of people still spoke german dialect in this region, it became way more french in the 20th. Although it probably make sense gameplay wise.
