If your economy can handle it and the planet has things you need (or if you just need more space for buildings and people), then go ahead; just make sure to produce more consumer goods if you can. If the world is poor in resources or if you're already struggling to keep consumer goods in the positives, hold off.

If you have the necessary tech, you can change the colonists' climate preference to Alpine (creating a new human subrace) and they won't have to deal with the penalties anymore.

Edit: These are really general hints though. Without knowing more about your current strategic situation, it's hard to tell what the best option is.

I'd say yes, the growth potential is generally worth it. Another planet means another roboticist and base 3 pop growth. These sort of planets make good rural worlds - you want most of the population to be low strata workers, so that the consumer good upkeep doesn't get too high. It's even better if they're slaves, or if the workers gradually get replaced by robots. You can leave these worlds undeveloped for a long time, it helps push the population to immigrate to your more hospitable worlds, which is what you want.

Eh, not so sure. The 30% habitability could be a problem for production, ethics diverging and growth. I personally don't colonize anything under 50%.

Save it for a terraforming project or droid world.

By the time the CG drain becomes bad, you'll likely have racked up a few of the habitability techs anyway.

I don't usually colonize low habitability worlds until later. And that's when I can use different races or robots, or I go for bio-ascension and give my pops robust, or I can simply terraform the planet. But if your economy can take it and you need another planet I don't see why not.

I'd go for the higher habitability planets first to build your economy up, but ultimately yes you will want to colonise it. Food and consumer goods become fairly easy to supply yourself with as the game goes on, and planets are what provide you with base pop growth. If you can resettle, then you have the option to use those low habitability planets as pop farms - get them to 10 pops to upgrade the shelter (and you can have most of those be robots if you like) and then as new pops grow you resettle them to planets where they will not cost as much upkeep.

Eh, not so sure. The 30% habitability could be a problem for production, ethics diverging and growth. I personally don't colonize anything under 50%.

Habitability doesn't reduce growth or do anything at all to ethics divergence. Or production, for that matter. It just increases the upkeep and amenity requirement for pops (which I suppose can indirectly affect productivity).

Well either way it seems expensive for no real gain. Its like getting a hangover without the benifit of the drunken party.

Ya checked it, it affects housing, amenities and pop upkeep. So you could keep on top of all that before stability gets to low but it would be expensive.

Still would not bother colonizing it until I had a better option.

If the world has a lot of mining or farming districts, you could make a robot colony. Just few humans there to handle the ruler jobs and building robots, then stop their growth and build only robots to work in the mines/farms. Robot upkeep isn't affected by habitability, and that way you could have a decent mining colony without much extra investment.

Use it as a breeder world. Don't expect to get anything else form it for a while, the resource and upkeep penalties are rather harsh.
