Seems odd that a garrison will always leap to your aid when you are attacked even by something weak but if you are trying to get rid of a blocking army on your territory they are nowhere to be found. Of course, if you use it and lose it you will have to wait for it to regenerate just like you would if it lost a defensive fight.

Perhaps add that the garrison army cannot move outside of its borders, including participation in combat outside its borders (even if they are adjacent)? It's an interesting idea.
I would say it can participate in any battle where a unit inside the boundary would be able to fight but yes not outside altogether. And maybe make the owner able to decide whether they are going to "call them in" to an offensive battle?
